MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY SPECIAL JOINT MEETING WITH THE LAKE COUNTY BOARD OF SUPERVISORS AND THE CITY OF LAKEPORT CITY COUNCIL October 31, 2019 CALL TO ORDER REGULAR CITY COUNCIL MEETING: 10:00 A.M. Roll Call. Present: Russ Cremer, Mayor Dirk Slooten, Vice Mayor Russ Perdock, Councilmember Phil Harris, Councilmember Joyce Overton, Councilmember Staff: Andrew White, Chief of Police/Acting City Manager Melissa Swanson, Admin Services Director/City Clerk BUSINESS: 1. Report from Lake County Sheriff-Coroner-Director of Emergency Services Brian Martin on the Kincaid Fire incident and the Public Safety Power Shutoff (PSPS) impacts; and (b) Consideration of Proclamation Confirming Existence of a Local Emergency Due to the Kincaid Fire Incident and the PG&E PSPS Events No action was taken by Council on this item. 2. Discussion and Consideration of Issues and Impacts Resulting From PG&E Imposed Public Safety Power Shutoff (PSPS) Events No action was taken by Council on this item. 3. Consideration of a Letter to the California Public Utilities Commission, “PSPS Events are tearing the fabric of California’s most vulnerable communities, and residents are unable to plan their lives: When will the Commission intervene?” ACTION: It was moved by Vice Mayor Slooten and seconded by Councilmember Harris to approve the letter as amended and to appoint two members to an ad hoc committee to work with the County and Lakeport to take the next steps in a series of communications to the CPUC and PG&E at the next regular Council meeting. The motion passed with a unanimous voice vote.
