MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING AUGUST 6, 2020 The virtual meeting was held via Zoom in accordance with Governor Newsom’s Executive Order N- 25-20 and Executive Order N-29-20. CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5:30 P.M. Roll Call. Present: Russ Cremer, Mayor Dirk Slooten, Vice Mayor Phil Harris, Councilmember Joyce Overton, Councilmember Russ Perdock, Councilmember Staff: Alan Flora, City Manager Ryan Jones, City Attorney (1) CONFERENCE WITH LEGAL COUNSEL – EXISTING LITIGATION: (Government Code 54956.9) – City of Clearlake v. PG&E Corporation, et al., Case No. CV 1:17-CV-419398, Lake County Superior Court (2) CONFERENCE WITH LEGAL COUNSEL – PENDING LITIGATION: Initiation of Litigation pursuant to Government Code Section 54956.9: Two potential cases No action was taken in closed session. CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:06 P.M. Roll Call. Present: Russ Cremer, Mayor Dirk Slooten, Vice Mayor Phil Harris, Councilmember Joyce Overton, Councilmember Russ Perdock, Councilmember Staff: Alan Flora, City Manager Andrew White, Police Chief Ryan Jones, City Attorney Tina Viramontes, Deputy City Clerk Dale Goodman, Public Works Director INVOCATION CCMin 08-06-20 Page 1 of 3 Councilmember Perdock gave the invocation. ADOPTION OF THE AGENDA ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to adopt the agenda. The motion passed with a unanimous roll call vote. PUBLIC COMMENT: Brian and Brandi Case and family submitted comments against the relocation of the Public Works yard to Pond Road. David Goolsbee submitted comments against the relocation of the Public Works yard to Pond Road. Valery Brunswick submitted comments against the relocation of the Public Works yard to Pond Road. Debra Sally and Ken Ling submitted comments against the relocation of the Public Works yard to Pond Road. Vicki Crystal submitted comments against the relocation of the Public Works yard to Pond Road. Dr. Ralph Fiedler submitted comments against the relocation of the Public Works yard to Pond Road. Peter Behn submitted comments against the relocation of the Public Works yard to Pond Road. Cheryl and Bill Sullivan submitted comments against the relocation of the Public Works yard to Pond Road. Laurie Burnett submitted comments against the relocation of the Public Works yard to Pond Road. Consent Items Recommended Action 1. Warrant Registers Receive and file 2. Consideration of Continuation of Declaration By motion keep declaration of emergency of Local Emergency Issued on October 9, 2017 active and set next review for the next and Ratified by Council Action October 12, Council meeting 2017 3. Consideration of Continuation of Declaration By motion keep declaration of emergency of Local Emergency Issued on March 14, 2020 active and set next review in sixty days and Ratified by Council Action March 19, 2020 4. Ratification of a Letter of Support for the Ratify Mayor Cremer’s signing of the National Endowment of the Arts “Our Town” Letter of Support Grant ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to CCMin 08-06-20 Page 2 of 3 accept the Consent Calendar as presented. The motion passed with a unanimous roll call vote. BUSINESS: 5. Discussion of Adopting an Ordinance Increasing the Salary of City Council Members City Attorney Jones gave the staff report. ACTION: It was the consensus of the Council to direct staff to draft an ordinance increasing the City Council Member stipend to $500 per month with an automatic 5% increase annually. 6. Discussion and Direction Regarding Implementation of a Tobacco Retail License Program City Attorney Jones gave the staff report. ACTION: It was the consensus of the Council to direct staff to draft a Tobacco Retail License Program ordinance pending approval of state grant funding to implement and enforce the ordinance.
