MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY REGULAR MEETING AUGUST 6, 2020 The virtual meeting was held via Zoom in accordance with Governor Newsom’s Executive Order N- 25-20 and Executive Order N-29-20. CALL TO ORDER CLOSED SESSION CITY COUNCIL MEETING: 5:30 P.M. Roll Call. ADOPTION OF THE AGENDA ACTION: It was moved by Councilmember Overton and seconded by Councilmember Harris to adopt the agenda. The motion passed with a unanimous roll call vote. PUBLIC COMMENT: Brian and Brandi Case and family submitted comments against the relocation of the Public Works yard to Pond Road. David Goolsbee submitted comments against the relocation of the Public Works yard to Pond Road. Valery Brunswick submitted comments against the relocation of the Public Works yard to Pond Road. Ratification of a Letter of Support for the Ratify Mayor Cremer’s signing of the National Endowment of the Arts “Our Town” Letter of Support Grant ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to CCMin 08-06-20 Page 2 of 3 accept the Consent Calendar as presented. The motion passed with a unanimous roll call vote. BUSINESS: 5. Discussion of Adopting an Ordinance Increasing the Salary of City Council Members City Attorney Jones gave the staff report. ACTION: It was the consensus of the Council to direct staff to draft an ordinance increasing the City Council Member stipend to $500 per month with an automatic 5% increase annually. 6. Discussion and Direction Regarding Implementation of a Tobacco Retail License Program City Attorney Jones gave the staff report. ACTION: It was the consensus of the Council to direct staff to draft a Tobacco Retail License Program ordinance pending approval of state grant funding to implement and enforce the ordinance.
