MINUTES CITY OF CLEARLAKE CITY COUNCIL & REDEVELOPMENT SUCCESSOR AGENCY SPECIAL MEETING AUGUST 19, 2020 The virtual meeting was held via Zoom in accordance with Governor Newsom’s Executive Order N- 25-20 and Executive Order N-29-20. CALL TO ORDER SPECIAL CITY COUNCIL MEETING: 3:40 P.M. Roll Call. Present: Russ Cremer, Mayor Dirk Slooten, Vice Mayor Phil Harris, Councilmember Russ Perdock, Councilmember Joyce Overton, Councilmember Staff: Alan Flora, City Manager Ryan Jones, City Attorney Melissa Swanson, Administrative Services Director/City Clerk BUSINESS: 1. Discussion Regarding Election and/or Appointment of City Councilmembers City Attorney Jones gave the staff report. Councilmembers Perdock and Overton recused themselves and left the room due to a conflict of interest on this item because they are potential candidates for the council seats. ACTION: It was moved by Councilmember Harris and seconded by Vice Mayor Slooten to allow the election to proceed as it stands with two qualified candidates and allow for the write-in candidate period, taking no action to appoint. The motion passed with a 3-0-2 roll call vote, with Councilmembers Perdock and Overton absent.
