REGULAR MEETING
AUGUST 20, 2020
The virtual meeting was held via Zoom in accordance with Governor Newsom’s Executive Order N-
25-20 and Executive Order N-29-20.
CALL TO ORDER REGULAR CITY COUNCIL MEETING: 6:00 P.M.

Bob Meyer gave the invocation.
ADOPTION OF THE AGENDA
ACTION: It was moved by Councilmember Harris and seconded by Councilmember Overton to
adopt the agenda. The motion passed with a unanimous roll call vote.
PRESENTATION
Chief White was presented with his POST Executive Certificate.

Councilmember Overton asked for Item #8 to be removed from the Consent agenda to be
discussed separately.
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to
accept the Consent Calendar Items #1 through #7 as presented. The motion passed with a
unanimous roll call vote.
City Manager Flora gave the staff report for Item #8.
ACTION: It was moved by Councilmember Overton and seconded by Vice Mayor Slooten to
adopt Resolution No. 2020-36. The motion passed with a unanimous roll call vote.
BUSINESS:
9. Consideration of Designation of Voting Delegates and Alternate(s) For the League of
California Cities Annual Conference in October
Administrative Services Director/City Clerk Swanson gave the staff report.
ACTION: It was moved by Councilmember Perdock and seconded by Councilmember Harris to
designate Councilmember Overton as voting delegate, and Mayor Cremer and Vice Mayor
Slooten as alternates. The motion passed with a unanimous roll call vote.
10. First Reading of Ordinance Amending the Clearlake Municipal Code Relating to Universal
Collection and Authorizing Administrative Citations to Collect Unpaid Debt

ACTION: It was moved by Councilmember Harris and seconded by Councilmember Overton to
hold a first reading of Ordinance No. 244-2020: AN ORDINANCE AMENDING SECTION 11-4 OF
CHAPTER 11 OF THE CLEARLAKE MUNICIPAL CODE RELATING TO UNIVERSAL COLLECTION, read by
title only and set second reading for the September 3, 2020 meeting. The motion passed with a
unanimous roll call vote.
11. First Reading of Ordinance No. 245-2020 An Ordinance Amending Clearlake Municipal Code
Chapter 2, Section 2-1.2 Increasing the Salary of City Council Members
City Attorney Jones gave the staff report.
ACTION: It was moved by Councilmember Harris and seconded by Councilmember Perdock to
hold a first reading of Ordinance No. 245-2020: An Ordinance Amending Clearlake Municipal
Code Chapter 2, Section 2-1.2 Increasing the Salary of City Council Members, read by title only
and set second reading for the September 3, 2020 meeting. The motion passed with a roll call
vote of 4-1, with Vice Mayor Slooten against.
12. Discussion and Possible Direction Regarding Commercial Cannabis Permits
City Manager Flora gave the staff report.
ACTION: It was the consensus of the Council to direct staff to bring forward an ordinance
modifying the current commercial cannabis regulations to eliminate the limitation of the number
of cannabis business licenses at a future agenda.

(1) CONFERENCE WITH LEGAL COUNSEL – PENDING LITIGATION: Initiation of Litigation

City Attorney Jones announced there was no action during closed session.
