CITY COUNCIL REGULAR MEETING Clearlake City Hall Council Chambers 14050 Olympic Dr, Clearlake, CA Thursday, May 06, 2021 Regular Meeting 6:00 PM MINUTES Zoom Link: https://clearlakeca.zoom.us ROLL CALL PLEDGE OF ALLEGIANCE INVOCATION/MOMENT OF SILENCE ADOPTION OF THE AGENDA There were no changes to the agenda. Motion made by Vice Mayor Perdock, Seconded by Council Member Cremer. Voting Yea: Mayor Slooten, Vice Mayor Perdock, Council Member Claffey, Council Member Cremer, Council Member Overton PRESENTATIONS 1. Swearing-in of New Police Department Employees 2. Presentation of a Proclamation Declaring May 9th - May 15th as Police Week 3. Presentation of Police Department Employee Awards 4. Proclamation Declaring May 2 - May 8, 2021 as Public Employee Appreciation Week 5. Proclamation Declaring May 2021 as Military Appreciation Month 6. Proclamation Declaring May 2021 as Older Americans Month PUBLIC COMMENT Sofia Roberts asked when the dog park will be opened again. Additionally she stated Lupoyoma Street needs repaired. Lorie Akin spoke regarding the traffic on Burns Valley Road. Bruce McReynolds spoke regarding the traffic on Burns Valley Road. Warrants Recommended Action: Receive and file 9. Continuation of Declaration of Local Emergency Issued on March 14, 2020 and Ratified by Council Action on March 19, 2020 Recommended Action: By motion keep declaration of emergency active and set next review in sixty days 10. Continuation of Declaration of Local Emergency Issued on October 9, 2017 and Ratified by Council Action October 12, 2017 Recommended Action: By motion keep declaration of emergency active and set next review in 30 days 11. Consideration of Development Agreement DA-2021-01 Chandra Martinez for a Commercial Cannabis Operation Recommended Action: Hold second reading of Ordinance No. 252-2021, read it by title only, and adopt ordinance 12. Second Reading of Amendment to Clearlake Municipal Code Section 3-4 Purchasing and Sales Recommended Action: Aapprove second reading of Ordinance No. 253-2021, read by title only, waive further reading and adopt ordinance 13. Adoption of a Resolution to Continue City Participation in the Abandoned Vehicle Abatement Service Authority Recommended Action: Adopt Resolution No. 2021-27 to continue City Participation in Abandoned Vehicle Abatement Service Authority 14. Adoption of the 14th Amendment to the FY 2020-25 Budget (Resolution 2020-27) Appropriating Funding for the 2021 Chip Seal Project; Resolution No. 2021-26 Recommended Action: Adopt Resolution BUSINESS 15. Presentation and Discussion with Woodland College Regarding a Promise Program for Clearlake Students Recommended Action: Provide Direction to Staff It was the consensus of the Council to direct staff to put together an MOU with the Woodland Community College District for a future meeting. Award of Construction Contract for the 2021 Chip Seal Project Recommended action: Authorize City Manager to enter into a contract with Pavement Coatings for the 2021 Chip Seal Project in the amount of $335,048 and authorize the City Manager to approve up to 10% for additional unforeseen contract amendments Public Works Director Goodman gave the staff report. Motion made by Council Member Cremer, Seconded by Vice Mayor Perdock. Voting Yea: Mayor Slooten, Vice Mayor Perdock, Council Member Claffey, Council Member Cremer, Council Member Overton 17. Visioning Forum Planning Committee Appointment Recommended Action: By motion confirm the Mayor's appointment Administrative Services Director/City Clerk Swanson gave the staff report. Motion made by Council Member Overton, Seconded by Council Member Claffey. Voting Yea: Mayor Slooten, Vice Mayor Perdock, Council Member Claffey, Council Member Cremer, Council Member Overton CITY MANAGER AND COUNCILMEMBER REPORTS FUTURE AGENDA ITEMS Councilmember Cremer asked the traffic committee to review Burns Valley Road. CLOSED SESSION (18) Conference with Labor Negotiators: Agency Designated Representatives: City Manager Alan Flora and Administrative Services Director/City Clerk Melissa Swanson; Employee Organization: Clearlake Municipal Employees Association, Clearlake Police Officers Association, Clearlake Middle Management Association ANNOUNCEMENT OF ACTION FROM CLOSED SESSION There was no action taken in closed session.
