AUGUST 12, 2019
CALL TO ORDER REGULAR CITY COUNCIL MEETING: 4:05 P.M.
Roll Call. Present: Russ Cremer, Mayor
Dirk Slooten, Vice Mayor
Joyce Overton, Councilmember
Russ Perdock, Councilmember (arrived at 4:17 p.m.)
Phil Harris, Councilmember
Staff: Alan Flora, City Manager
Melissa Swanson, Admin Services Director/City Clerk
Andrew White, Police Chief
PUBLIC HEARING:
1. Consideration of a Resolution Approving the Report of Delinquent Universal Service Fees as
Special Assessments and Liens; Resolution No. 2019-37
Recommended Action: 1) Hear and consider any protests of the proposed action. 2) Adopt
Resolution No. 2019-37: Approving and Confirming the Report of Delinquent Universal Service
Fees as Special Assessments and Liens
Chief White gave the staff report. Mayor Cremer opened the Public Hearing at 4:10 p.m.
Property Manager, no name given, spoke against the action against 3629 Kulbedah and stated she
was not given enough time to comply.
Karin Todd stated she paid for 14229 Sonoma Way in December.
Brenda Juskovick spoke against the action against 3407 Harrison and wanted an extension.
Rochelle Jenkins spoke against the action against 3675 Madison and stated she paid her bill.
Casey Fischer spoke against garbage service at 15763 31st Avenue.
Della Sadler spoke against garbage service at 5925 Mohican Place.
Janice Hodges spoke against the action against 3970 Manchester.
Jesus Phillipe spoke against the action against 15070 Davis.

Joe Tichenor spoke against the action against 15970 42nd Avenue and submitted a letter of protest,
attached herein as an exhibit.
Chief White read additional letters of protest, attached herein as an exhibit.
Mayor Cremer closed the Public Hearing at 5:22 p.m.
ACTION: It was moved by Vice Mayor Slooten and seconded by Councilmember Overton to
adopt Resolution No. 2019-37: Approving and Confirming the Report of Delinquent Universal
Service Fees as Special Assessments and Liens. The motion passed with a unanimous roll call
vote.
ADJOURNMENT
There being no further business of the Council, the meeting was adjourned at 5:27 p.m.
