Welcome. We are glad to have you join us. If you wish to speak, please wait to be recognized, then
state your name and address. Persons speaking before the City Council shall be limited to three (3)
minutes unless otherwise noted under Public Hearings. For other than Citizens to be heard regarding
items not on the Agenda, a spokesperson for a group may speak for three (3) minutes plus an
additional minute for each person in the audience that waives their right to speak, up to a maximum of
ten (10) minutes. Prior to the item being presented, please obtain the needed form to designate a
spokesperson from the City Clerk (right-hand side of dais). Up to sixty minutes of public comment will
be allowed for an agenda item. No person shall speak more than once on the same subject unless
granted permission by the City Council. The City of Clearwater strongly supports and fully complies
with the Americans with Disabilities Act (ADA). Please advise us at least 48 hours prior to the meeting
if you require special accommodations at 727-562-4090. Assisted Listening Devices are available.

5. Approval of Minutes
5.1 ID#18-4298 Approve the minutes of the February 1, 2018 City Council Meeting as submitted
in written summation by the City Clerk.
6. Citizens to be heard re items not on the agenda
7. Consent Agenda
The Consent Agenda contains normal, routine business items that are
very likely to be approved by the City Council by a single motion. These
items are not discussed, and may all be approved as recommended on
the staff reports. Council questions on these items were answered prior to
the meeting. The Mayor will provide an opportunity for a Councilmember
or a member of the public to ask that an item be pulled from the Consent
Agenda for discussion. Items pulled will receive separate action. All
items not removed from the Consent Agenda will be approved by a
single motion of the council.
7.1 ID#18-4289 Approve a Revocable License Agreement between the City of Clearwater and
Jolley Trolley Transportation of Clearwater Incorporated, for the exclusive use of
city-owned property at 115 South Martin Luther King Jr Avenue and authorize
the appropriate officials to execute same. (consent)

7.2 ID#18-4290 Approve the agreement between Phillies Florida LLC and the City of Clearwater
Fire and Rescue Department to provide emergency medical services at
Spectrum Field for 2018 baseball events as outlined in the agreement and
authorize the appropriate officials to execute same. (consent)
7.3 ID#18-4315 Approve an agreement with Van Scoyoc Associates to provide lobbying
services at the federal level from February 1, 2018 through December 31, 2022
at a cost of $7,500 per month, plus estimated expenses of $5,000, not to
exceed $95,000 per year, and authorize the appropriate officials to execute
same. (consent)
7.4 ID#18-4291 Approve a contingency contract with Motley Rice, LLC., for representation for
claims arising out of the opioid epidemic and authorize the appropriate officials
to execute same. (consent)

8.1 ID#18-4207 Approve amendments to the Clearwater Downtown Redevelopment Plan
repealing and replacing Chapters 1-3 which update goals, objectives and
policies; increase density and intensity and revise height; modify Character
District boundaries; and expand the Old Bay Character District boundaries
northward; and pass Ordinance 9103-18 on first reading.
9. Second Readings - Public Hearing
9.1 9103-18 2nd Continue to March 1, 2018: Adopt Ordinance 9103-18 on second reading,
rdg cont'd amending the Clearwater Downtown Redevelopment Plan, repealing and
