We are glad to have you join us. If you wish to address the Council, please complete a Comment Card. Comment Cards are on the right-hand side of the dais by the City Clerk. When recognized, please hand your card to the Clerk, approach the podium and state your name. Persons speaking before the City Council shall be limited to 3 minutes unless otherwise noted under Public Hearings. For other than "Citizens to be heard regarding items not on the Agenda," a spokesperson for a group may speak for 3 minutes plus an additional minute for each person in the audience that waives their right to speak, up to a maximum of 10 minutes. Prior to the item being presented, please obtain the form to designate a spokesperson from the City Clerk. Up to 60 minutes of public comment will be allowed for an agenda item. No person shall speak more than once on the same subject unless granted permission by the City Council. The City of Clearwater strongly supports and fully complies with the Americans with Disabilities Act (ADA). Second Readings - Public Hearing 3.1 ORD Adopt Ordinance 9497-21 on second reading, declaring the Millage Rate to be 9497-21 2nd levied for the fiscal year beginning October 1, 2021, and ending September 30, Rdg 2022, for operating purposes including the funding of pensions, debt service, and road maintenance for capital improvement expenditures at 5.9550 mills, which constitutes a 4.60% increase from the rolled back rate of 5.6932 mills. 3.2 ORD Adopt Ordinance 9498-21 on second reading, adopting an Operating Budget for 9498-21 2nd the fiscal year beginning October 1, 2021 and ending September 30, 2022; Rdg authorizing the City Manager to issue such instructions that are necessary to achieve and accomplish the service programs so authorized; authorizing the City Manager to transfer monies and programs among the departments and activities within any fund as provided by Chapter 2 of the Clearwater Code of Ordinances. City of Clearwater Page 2 Printed on 9/22/2021 City Council Special Meeting Agenda - September 30, 2021 Final 3.3 ORD Adopt Ordinance 9499-21 on second reading, adopting the Capital Improvement 9499-21 2nd Budget for the fiscal year beginning October 1, 2021 and ending September 30, Rdg 2022; approving the six-year Capital Improvement Program which shall be reevaluated at the beginning of each fiscal year; authorizing the City Manager to issue such instructions that are necessary to achieve and accomplish the capital improvements so authorized; authorizing the City Manager to transfer money between projects in the Capital Improvement Program; appropriating available and anticipated resources for the projects identified. 4.
