Persons speaking before the City Council shall be limited to 3 minutes unless otherwise noted under Public Hearings. For other than "Citizens to be heard regarding items not on the Agenda," a spokesperson for a group may speak for 3 minutes plus an additional minute for each person in the audience that waives their right to speak, up to a maximum of 10 minutes. Prior to the item being presented, please obtain the form to designate a spokesperson from the City Clerk. Up to 60 minutes of public comment will be allowed for an agenda item. No person shall speak more than once on the same subject unless granted permission by the City Council. City Manager Reports 10.1 ID#22-1124 Approve entering into Phase II and a first amendment of the Professional Services Agreement with The Superlative Group, Inc., of Cleveland, OH, for sponsorship sales services for the Imagine Clearwater Project; increase Purchase Order 22000925 from $69,000 to $159,000 for those services and authorize the appropriate officials to execute same. 10.2 ID#23-0016 Approve Supplemental Work Order 1 to Hazen and Sawyer, of Tampa, Florida for the Marshall Street and Northeast Water Reclamation Facility Digester Covers Evaluation and Repairs Project (21-0022-UT) in the amount of $111,220.00, increasing the work order from $180,000.00 to $291,220.00, and authorize the appropriate officials to execute same.
