3.1 ID#19-6416 Adopt a tentative millage rate of 5.9550 mills for fiscal year 2019/20; set
public hearing dates on the budget for September 5, 2019 and September
19, 2019, to be held no earlier than 6:00 p.m., and schedule a special
council meeting on the budget in August to fully discuss the proposed
budget.
4. Engineering
4.1 ID#19-6397 Approve Engineer of Record (EOR) Supplemental Work Order One to
McKim and Creed, Inc. in the amount of $96,600 for Inflow and Infiltration
Flow Monitoring (18-0023-UT) and authorize the appropriate officials to
execute same. (consent)
4.2 ID#19-6401 Approve Engineer of Record (EOR) Supplemental Work Order 1 to Atkins
North America, in the amount of $58,933, for Cooper’s Point (18-0009-EN)
and authorize the appropriate officials to execute same. (consent)
4.3 ID#19-6303 Approve a five-year agreement with Carollo Engineers, Inc., of Sarasota,
FL, in the amount of $1,531,351 for Water Treatment Plant Number 2
System Improvements - Phase A (18-0034-UT) and authorize the
appropriate officials to execute same. (consent)
4.4 ID#19-6470 Approve supplemental one work order to Stantec for design and
construction administration for Phase I of Imagine Clearwater
(17-0031-EN) in the amount of $5,644,322 and authorize the appropriate
officials to execute same. (consent)
5. Fire Department
5.1 ID#19-6400 Approve the extension of the Emergency Medical Services ALS First
Responder Growth Management Agreement between Pinellas County and
City of Clearwater for one additional one-year term, extending through
September 30, 2020, and authorize the appropriate officials to execute
same. (consent)

6.1 ID#19-6419 Authorize award of Invitation to Bid Number 38-19, Storage Area Network
(SAN) Equipment, to Extensys, Inc., of Tampa FL, for installation and
support of new SAN equipment, in the amount of $767,000, and authorize
the appropriate officials to execute same. (consent)
6.2 ID#19-6444 Authorize a contract in the amount of $320,000.00 to Spectrum Enterprise
of St. Louis, MO, for internet access and point-to-point data network
services, and authorize the appropriate officials to execute same.

7.1 ANX2019-0 Approve the annexation, initial Future Land Use Map designation of
5012 Residential Urban (RU) and initial Zoning Atlas designation of Low Medium
Density Residential (LMDR) District for an unaddressed parcel on Pine
Place and pass Ordinances 9287-19, 9288-19 and 9289-19 on first
reading. (ANX2019-05012)
7.2 ANX2019-0 Approve the annexation, initial Future Land Use Map designation of
5013 Residential Low (RL) and initial Zoning Atlas designation of Low Medium
Density Residential (LMDR) District for 815 Glen Oak Avenue E. and 3053
Terrace View Lane, and pass Ordinances 9290-19, 9291-19, and 9292-19
on first reading. (ANX2019-05013)
7.3 LUP2019-0 Approve a Future Land Use Map amendment from the Residential Low
3001 (RL) category to the Residential Urban (RU) category for 3003 Merrill
Avenue, 3025 Merrill Avenue and 512 Moss Avenue, and pass Ordinance
9283-19 on first reading. (LUP2019-03001)
7.4 ID#19-6368 Approve a Development Agreement between East Shore International
Enterprises, LLC and 411 E S (property owner) and the City of Clearwater,
providing for the allocation of eight units from the Hotel Density Reserve
pursuant to Beach by Design, adopt Resolution 19-06, and authorize the
appropriate officials to execute same. (HDA2019-03001;
400/405/408/409/411 East Shore Drive)
7.5 19-11 Authorize a Community Aesthetic Features Agreement between the City of
Clearwater and the Florida Department of Transportation for a local
identification marker (city logo) on a new pedestrian overpass bridge at
Harn Boulevard and US 19 and adopt Resolution 19-11.
7.6 ID#19-6417 Approve an addendum to authorize the City an option for three 1-year
renewal periods, for the contract between Property Registration
Champions, LLC., a Florida limited liability company, and the City of
Clearwater to manage the City's Foreclosure Property Registry and
authorize the appropriate officials to execute same. (consent)

8. Public Utilities
8.1 ID#19-6354 Authorize the award of Invitation to Bid 28-19, Manhole Rings and Covers,
to Fortiline, Inc. of Tampa, FL, in the annual not-to-exceed amount of
$60,000, with two one-year extensions at the City’s discretion and
authorize the appropriate officials to execute same. (consent)
9. Official Records and Legislative Services
9.1 ID#19-6366 Appoint Christina M. Joseph to the Marine Advisory Board with term to
expire July 31, 2023. (consent)
9.2 ID#19-6393 Appoint three members to the Nuisance Abatement Board with terms to
expire August 31, 2023.
9.3 ID#19-6348 Appoint one member to the Sister Cities Advisory Board, as the youth
member representative, to fill the remainder of an unexpired term through
October 31, 2020.
9.4 ID#19-6413 Appoint Sioux Hart to the Brownfields Advisory Board, as a Clearwater
resident member, with term to expire July 31, 2023. (consent)
9.5 ID#19-6446 Designate a councilmember to serve as the City’s official voting delegate
at the Florida League of Cities’ Annual Conference, August 15-17, 2019.

10.1 9249-19 2nd Adopt Ordinance 9249-19 on second reading, amending the Clearwater
rdg Community Development Code, Section 5-1002, changing the
composition of the Public Art and Design Board to include a representative
from the Clearwater Arts Alliance, Inc. and a representative from Creative
Pinellas.
10.2 9277-19 2nd Adopt Ordinance 9277-19 on second reading, vacating a blanket utility
rdg easement as recorded in Official Records Book 5138, Page 489 of the
public records of Pinellas County, Florida.
10.3 9279-19 2nd Adopt Ordinance 9279-19 on second reading, annexing certain real
rdg property whose post office address is 3040 Terrace View Lane,
Clearwater, Florida 33759, into the corporate limits of the city and
redefining the boundary lines of the city to include said addition.
10.4 9280-19 2nd Adopt Ordinance 9280-19 on second reading, amending the future land
rdg use plan element of the Comprehensive Plan of the city to designate the
land use for certain real property whose post office address is 3040
Terrace View Lane, Clearwater, Florida 33759, upon annexation into the
City of Clearwater, as Residential Low (RL).

10.5 9281-19 2nd Adopt Ordinance 9281-19 on second reading, amending the Zoning Atlas
rdg of the city by zoning certain real property whose post office address is
3040 Terrace View Lane, Clearwater, Florida 33759, upon annexation into
the City of Clearwater, as Low Medium Density Residential (LMDR).
10.6 9293-19 2nd Adopt Ordinance 9293-19 on second reading, amending the Operating
rdg Budget for the Fiscal Year ending September 30, 2019, to reflect
increases and decreases in revenues and expenditures for the General
Fund, Special Program Fund, Stormwater Fund, Gas Fund and Parking
Fund.
10.7 9294-19 2nd Adopt Ordinance 9294-19 as amended on second reading, amending the
rdg Capital Improvement Budget for the Fiscal Year ending September 30,
2019, to reflect a net increase of $375,145.
10.8 9297-19 2nd Adopt Ordinance 9297-19 on second reading, amending Clearwater Code
rdg of Ordinances Section 2.453, Miscellaneous Provisions, adding
subsection (g), Missing Benefit Recipients relating to the Clearwater
Firefighters’ Supplemental Pension and Retirement Plan.
