We are glad to have you join us. If you wish to address the Council, please complete a Comment Card. Comment Cards are on the right-hand side of the dais by the City Clerk. When recognized, please hand your card to the Clerk, approach the podium and state your name. Persons speaking before the City Council shall be limited to 3 minutes unless otherwise noted under Public Hearings. For other than "Citizens to be heard regarding items not on the Agenda," a spokesperson for a group may speak for 3 minutes plus an additional minute for each person in the audience that waives their right to speak, up to a maximum of 10 minutes. Prior to the item being presented, please obtain the form to designate a spokesperson from the City Clerk. Up to 60 minutes of public comment will be allowed for an agenda item. No person shall speak more than once on the same subject unless granted permission by the City Council. The City of Clearwater strongly supports and fully complies with the Americans with Disabilities Act (ADA). Consent Agenda The Consent Agenda contains normal, routine business items that are very likely to be approved by the City Council by a single motion. These items are not discussed, and may all be approved as recommended on the staff reports. Council questions on these items were answered prior to the meeting. The Mayor will provide an opportunity for a Councilmember or a member of the public to ask that an item be pulled from the Consent Agenda for discussion. Items pulled will receive separate action. All items not removed from the Consent Agenda will be approved by a single motion of the council. (consent) 7.3 ID#19-6303 Approve a five-year agreement with Carollo Engineers, Inc., of Sarasota, FL, in the amount of $1,531,351 for Water Treatment Plant Number 2 System Improvements - Phase A (18-0034-UT) and authorize the appropriate officials to execute same. (consent) 7.4 ID#19-6400 Approve the extension of the Emergency Medical Services ALS First Responder Growth Management Agreement between Pinellas County and City of Clearwater for one additional one-year term, extending through September 30, 2020, and authorize the appropriate officials to execute same. (consent) 7.5 ID#19-6419 Authorize award of Invitation to Bid Number 38-19, Storage Area Network (SAN) Equipment, to Extensys, Inc., of Tampa FL, for installation and support of new SAN equipment, in the amount of $767,000, and authorize the appropriate officials to execute same. (consent) 7.6 ID#19-6444 Authorize a contract in the amount of $320,000.00 to Spectrum Enterprise of St. Louis, MO, for internet access and point-to-point data network services, and authorize the appropriate officials to execute same. (consent) 7.7 ID#19-6417 Approve an addendum to authorize the City an option for three 1-year renewal periods, for the contract between Property Registration Champions, LLC., a Florida limited liability company, and the City of Clearwater to manage the City's Foreclosure Property Registry and authorize the appropriate officials to execute same. (ANX2019-05012) 8.3 ANX2019-0 Approve the annexation, initial Future Land Use Map designation of 5013 Residential Low (RL) and initial Zoning Atlas designation of Low Medium Density Residential (LMDR) District for 815 Glen Oak Avenue E. and 3053 Terrace View Lane, and pass Ordinances 9290-19, 9291-19, and 9292-19 on first reading.
