MINUTES OF REGULAR MEETING HELD ON
TUESDAY, JULY 15, 2025
This regular meeting of the Mayor and Board of Aldermen of The City of Cleveland,
Mississippi, was duly and legally begun at 8:30 o'clock a.m. on Tuesday, July 151\ 2025.
Present were: Paul Janoush, Mayor; Gary Gainspoletti, Zinnia Howze-Wince, Robert
Sanders, Brian Bishop, Theodore "Ted" Campbell, and Danny Abraham, Aldermen; Danny
Griffith, City Attorney; Michelle Arbuckle, City Clerk; Ashley Vickers, Deputy City Clerk;
Heather Kimbell, Human Resources Coordinator; Travis "Dudley" Tribble, Chief of Police;
Greg Jackson, Fire Inspector; Billy Trotter, Community Development Director; Stephen Ferri,
Public Works Director; Thomas Spruill, Waste Water Director; Anna Sledge, Railroad
Museum Director; Clint Johnson, Municipal Airport Director, Christian Johnston, Parks and
Recreation Director; and Clinton Carlisle, Eley McPherson Engineering. Alderwoman Marcia
W. Houser was absent. The meeting was duly opened, and, upon due proclamation first made,
the following proceedings were held, to-wit:

ORDER TO APPROVE CONSENT AGENDA ITEMS
After discussion, upon Motion by Alderman Campbell, second by Alderman
Abraham, and unanimously adopted, it is ordered that the consent agenda with supporting
documentation attached hereto as "Exhibit A" be approved as follows.

Purpose
It is often necessary to provide employees with remote access from off-site locations
from time to time. This primary is reserved for department heads and the administration, but is
still pending City Clerk approval. Exceptions: Some employees will be unable to participate in
the remote access capability.
This policy outlines and defines the guidelines for authorized employees to access the
City's network and systems remotely. It specifies who can access what systems, the security
measures required, and the acceptable use of remote connections, all of which aim to protect
sensitive data.
Organizations Affected
This policy shall apply to all the City of Cleveland's employees and departments.

Policy
Employee Eligibility
Which employees are authorized by the City Clerk to access city systems
remotely is often based on employment classifications, job function, security
clearance, and need for remote access. A classification in one department may be
eligible for remote work, whereas the same or similar classification in another
department is not. When a department head sees the need for an employee to have

remote access, they must request approval from the City Clerk before allowing any
employee remote access. Remote work is a workplace strategy and an employee
privilege. It is neither an entitlement nor a vested right. Not all employees perform
duties or hold positions that qualify them for remote work.
An employee's participation in remote work does not change their duties,
obligations, responsibilities, or other terms and conditions of city employment.
Employee eligibility in the remote work program is at the sole discretion of the
City Clerk. The decision to appoint an authority, deny, or tenninate remote work is
final.
Equipment, Supplies, andAcceptable Use
The use of equipment and software provided by the City for remotely accessing
the City's computer network is limited to authorized persons and for purposes
related to City business. The City will provide a secure, two-factor authentication
method to access the City's network. Only city-licensed software will be installed
on the city-provided computer. Additional software or equipment drivers are not to
be installed by the user. All remote access infrastructure shall be configured to force
an automatic disconnect of remote access sessions after a thirty (30) minute period
of inactivity.
Employees are responsible for ensuring they have an adequate work area that
meets guidelines for the workplace: work area without disruptions, lighting, power,
and reliable internet with adequate bandwidth to allow for a constant remote
connection to city services suitable for performing official city business.
Participating employees:
a. Must perform designated work during scheduled work hours. The department
head and the employee will arrange the remote work schedule.
b. Must be available to the City via telephone, email, or other electronic means
during all scheduled work hours.
c. They must account for and report time spent working remotely, according to
the terms of their remote work agreement between the department head and
employee.
d. Must obtain approval to use vacation, sick, or other paid leave in the same
manner as employees do when not working remotely.
e. Shall ensure that dependent care will not interfere with work responsibilities.
f. Must inform their supervisor if they become ill during their shift and report
the work hours worked and sick leave hours used.
g. Remote workers shall, during online meetings, have their cameras turned on
and shall professionally present themselves.

h. Just as in an employee office, security measures cover not only information
systems and technology but all aspects of the infonnation and infonnation
systems used by the employee, including papers, files, other media, and
telecommunication equipment (e.g., laptops, tablets, and smartphones) used to
conduct their work duties. Employees must keep all property and infom1ation
secure, using passwords when able. (Reference 2.02 Confidential Infonnation
Policy)
Enforcement
While performing remote work, participating employees must comply with all
local, state, and federal laws, city policies and procedures, and regulations. All
remote access must be strictly for official business purposes, using their assigned
credentials only. Any suspicious activity or potential security breaches must be
reported to the City Clerk or Human Resources immediately.
Employees must uphold the City's obligations, such as meeting acceptable work
standards. The Department Head sets perfonnance and conduct expectations and
standards.
Employees do not obtain any rights to city equipment, software, or supplies
provided and must be returned to the City as requested without damage.
Reference Use of 5.09 City Property Policy for lost, stolen, or damaged
property.
The violation of any of these may subject an employee to discipline and
may result in the removal of the remote working program.
Definitions
Eligible employee- an employee whom the City Clerk has approved to work remotely
Network- for the purpose of this policy, the network is defined as all of the City of Cleveland's
internal and hosted services, data, software, and systems
Remote Access- the act of communicating with a computer or network from an off-site location
using city-licensed software for secure access.
Timeout- A technique that drops or closes a connection after a specific period of inactivity.
Two-Factor Authentication- A means of authentication for a user that utilizes two methods
to access the network. Usually, a passcode is sent to an email/phone
or an authentication app.

With there being no further business of the Board that still needs attention, upon
motion duly made by Alderman Abraham, second by Alderman Campbell, and unanimously
adopted, it is ordered that the Regular Board Meeting of July 15, 2025 be adjourned.

EXHIBIT A
BE IT RESOLVED AND ORDERED BY THE MAYOR AND BOARD OF ALDERMEN OF
THE CITY OF CLEVELAND, MISSISSIPPI that the transfers and claims detailed on the
Municipal Claims Docket of said City for the dates of July pt - July 15th , 2025, aggregating
$265,733.56 and all hereby approved for payment to the fund and claimant in the amount and
from the particular fund as set forth in each of said transfers and claims on said docket, and said
amount is hereby appropriated for the immediate payment of each and all of said transfers and
claims from the respective funds as shown on said docket to be payable as aforesaid.
RESOLVED AND ORDERED as a part of the consent agenda.
