CONSENT AGENDA a. Final Passage - Zoning Ordinance 2021-23– Rezoning .31 acres, more or less, located at 2506 Henderson Ave NW (Tax Map 49D Group F Parcel 2.00) from R2 Low Density Single and Multi-family Residential Zoning District to PI Professional Institutional Zoning District (Planning Commission: Approved 9-0) (p. 10-13). b. Final Passage - Zoning Ordinance 2021-24 – Rezoning 20.1 acres, more or less, located at the corner of Westside Dr and Norman Chapel Rd NW (Tax Map 41F Group D Parcel 1.00) from CH Commercial Highway Zoning District and R4 Mobile Home Park Zoning District to PUD30 Planned Unit Development Zoning District (Planning Commission: Approved 9-0) (p. 14-23). c. Final Passage - Ordinance 2021-27– Amending Title 17, Section 17-102 of the Municipal Code concerning Solid Waste and Refuse Collection to provide that Code Enforcement Officers have authority to enforce the provisions of Title 17 (p. 24-26). d. Motion – Authorizing the Mayor to sign the annual report to Tennessee Department of Environment and Conservation (TDEC) Division of Water Pollution Control from the Stormwater Division (p. 27-46).  e. Street Light Request – 3455 Ridgeway Drive NW (Cleveland Utilities states current lighting fixtures comply with the City’s guidelines. The existing HPS Fixtures can be upgraded to 40-watt LED fixtures at a cost of $146.70 each) (p. 47-49). f. Resolution 2021-66– Authorizing a three-year contract with Cleveland Utilities for outdoor lighting at Fire Station 3 on APD40 (p. 50-51). g. Resolution 2021-77 – Authorizing the Mayor to sign a grant application for the 2021 Edward Byrne Grant to be used for in-car camera systems (p. 52-54). h. Resolution 2021-78 - Authorizing the Mayor to sign an interlocal agreement with Bradley County for the 2021 Byrne Justice Assistance Grant (JAG) Program Award (p. 55-58). i. Resolution 2021-79 – Authorizing the Mayor to sign an application for the 2021 Patrick Leahy Bulletproof Vest Partnership Program (p. 59-60). j. Resolution 2021-80 – Accepting Appalachia Lane (approx. 360 feet) and a section of Appalachia Boulevard as a city street (p. 61-63). k. Resolution 2021-81 – Establishing the Redistricting Committee to adopt new district boundaries as required by the election laws of the State of Tennessee (p. 64). l. Final Passage - Ordinance 2021-26– Amending Title 10, Section 10-102 of the Municipal Code concerning the types of animals that are prohibited within the corporate limits of the City (p. 66-67). b. Resolution 2021-59 – Adopting a Plan of Service for the annexation area of about 70.00 acres located on Tasso Ln NE (Planning Commission: Approved 7-0; Absent-2) (p. 68-79). c. Resolution 2021-60 – Annexing about 70.00 acres located on Tasso Ln NE (Planning Commission: Approved 7-0; Absent-2) (p. 80-92). d. Zoning Ordinance 2021-21 – Zoning 70.00 acres located on Tasso Ln NE from the unincorporated county to PUD29 Planned Unit Development Zoning District (Planning Commission: Approved 7-0; Absent-2) (p. 93-101). 9.
