Call MPO meeting to order --- Chairman Mayor Tom Rowland called the meeting to order and called the roll. The other MPO members in attendance were Bradley County Mayor D. Gary Davis, Chris Kleehammer (proxy for Nancy Sutherland of SETHRA), and Sara Elmore of TDOT. Others in attendance included Sean Santalla of FHWA., Calvin Abram and Antoine Hanes of TDOT, Larry Bowers of the Cleveland Daily Banner, and Greg Thomas of the City of Cleveland and Cleveland MPO. 2. Approval of meeting minutes— May 3, 2017--- Mayor Rowland introduced the item and called for discussion or a motion. D. Gary Davis moved that they be approved and the motion was seconded by Chris Kleehammer and approved unanimously. 3. New Business – A. IMPROVE Act and related changes to the 2040 Regional Transportation Plan and 2017-2020 Transportation Improvement Program--- Mayor Rowland introduced the item and Greg Thomas provided a staff report. No action was needed at this time as staff and TDOT were still working together to determine the necessary changes. B. Mobile LIDAR data gathering for multi-modal improvements on Georgetown Road Corridor and other locations--- Mayor Rowland introduced the item and Greg Thomas provided a staff report. He explained that cost information gathered by staff indicated that mobile LIDAR data could be collected on several roadway sections in need of multi-modal improvements while spreading the project mobilization costs over several roads. It is also possible that the City would join in the project to collect data on other roadways using other funds; staff was proposing that the multimodal FTA 5303 funds be used for the multi-modal road section 2 of 19  mobile LIDAR data collection. Vice-Mayor Johnson made a motion to approve the staff proposal and it was seconded by Chris Kleehammer. C. 2018-2019 Unified Planning Work Program (UPWP)---- Mayor Rowland introduced the item and Greg Thomas provided the staff report. The TDOT comments had been addressed and the draft UPWP had been submitted to FHWA/FTA for comments. Federal comments were expected on or about July 21, 2017. No action was needed at this time. D. Critical Urban Freight Corridors--- Mayor Rowland introduced the item and Greg Thomas provided the staff report. The MPO had the opportunity to respond to TDOT with information on Critical Urban Freight Corridors in the MPO area. The MPO affirmed the following as critical urban freight corridors. APD-40 US74/SR 311 from I-75 Exit 20 to US 64 Waterlevel Highway to the Polk County line. This route connects with the Inland Port soon to be completed in US 411 near Chatsworth, GA (see attached). The rural portions of US 64 and US 411 are being recommended for designation by the RPO staff. Connection to Interstates and intermodal facilities are among the criteria for inclusion. APD-40 US74/SR 311 from I-75 Exit 20 to SR 60 Dalton Pike to the MPO boundary. RPO staff are recommending the designation for the rest of Dalton Pike to the Whitfield County, GA line. The Dalton MPO has two projects in their 2040 long range transportation plan that would connect Dalton Pike as it extends into Georgia as the Cleveland Highway from Prater’s Mill Road through Varnell, GA to I-75 at Tunnel Hill. The Thrive 2055 regional transportation planning effort has considered such a by-pass route allowing trucks and other traffic to avoid the I-75/I-24 split in Chattanooga while continuing their journey along the I-75 corridor. 20th Street NE from APD-40 SR60 to Michigan Avenue Road and Michigan Avenue Road to the northern end of the Whirpool SIA project. This long sought after improvement would eliminate a narrow curved road section for industrial traffic from Tasso Lane and further west; it would improve truck access for the former Honeywell site adjacent to the railroad, improve an at-grade rail crossing for trucks and other users, eliminate 20th Street flooding from Little Chattata Creek east of the railroad, and improve a bad intersection at 20th and Michigan Avenue Road down to Whirlpool. SR 108 Lauderdale Highway including I-75 Exit 33 to US 11 SR 2 North Lee Highway crossing the railroad and connecting with Dry Valley, and US 11 from Lauderdale Highway north to Bowater Road SR 163. This roadway area serves existing industry including Olin Chemical, Resolute Forest Products, Wacker Chemie, Amazon, and GE. The City of Charleston has sought improvements that will provide relief for residential and commercial areas from industrial traffic. Walker Valley High School on Lauderdale Highway also experiences the impact of industrial traffic 4. Old Business---none 5. Comments by federal, state, local agencies--- Mayor Rowland addressed bus wrapping for the Cleveland Urban Area Transit buses. He also addressed his interactions with Lee University concerning a cooperative effort to locate a bus shelter near the library parking lot. 3 of 19 6. Staff proposes to release these TIP amendments for public review and comment and that there would be a public hearing for adoption of these amendments at the MPO meeting September 20, 2017 at 11:00 a.m. TIP Amendment 2017-04: TIP Project Number 2017-09 (new), widen Interstate 75 from 4 lanes to 6 lanes divided freeway, from near Interchange 33 (SR-308) to near the Bradley-McMinn County Line. TIP Amendment 2017-05: TIP Project Number 2017-10 (new), SR-2 (US-11), spot improvements from near Anatole Lane to SR 308 in Charleston, including turn lanes at intersections. TIP Amendment 2017-06: TIP Project Number 2017-11 (new), Corridor improvements from near SR 306 (Freewill/Eureka Road) to the Bradley/Hamilton County line. Includes constructing a 3- lane section for 3 miles, installing a passing lane in each direction, and resurfacing for 0.6 miles. Full project length extends to near SR 58 in Hamilton County; details on the portion in Hamilton County can be found in the TIP for the Chattanooga/Hamilton County/North Georgia Transportation Planning Organization. TIP Amendment 2017-07: TIP Project Number 2017-12 (new), Widen I-75 from 4 to 6 lanes from Exit 20 (APD-40, SR 311) to the Bradley/Hamilton County line. Full project length extends to US 64 in Hamilton County; details on the portion in Hamilton County can be found in the TIP for the Chattanooga/Hamilton County/North Georgia Transportation Planning Organization. Page 1 of 2 5 of 19 Amendments are also proposed to the 2040 RTP in order to implement the IMPROVE Act projects. Staff proposes to release these 2040 RTP amendments for public review and comment and that there would be a public hearing for adoption of these amendments at the MPO meeting September 20, 2017 at 11:00 a.m. In the 2016-2025 horizon, the project description for RTP Project #70 on North Lee Highway (US 11/SR 2) is being modified from “widening” to “spot improvements”. The RTP Project # 86 Georgetown Road SR 60 project terminus is being changed from “Rabbitt Valley Road” to “Hamilton County line” and the project description is being changed from “widen from 2 to 5 lanes” to “widen from 2 to 3 lanes”. The RTP Project # 101A is being added to widen I-75 from 4 to 6 lanes from SR308 to the McMinn County/Bradley County line. In the 2026-2040 horizon, the 2040 RTP is being amended to delete Project #70 North Lee Highway widening and Project Number 86 Georgetown Road widening ---both projects were modified and included in the earlier horizon. Project 101B was added to the 2026 to 2040 horizon to widen I-75 from APD-40 to SR 308 from 4 to 6 lanes (this means that the widening of I-75 from 4 to 6 lanes throughout Bradley County is in the RTP---project 105 in the 2026-2040 horizon would widen I-75 from Hamilton County line to APD-40). Project 103 the widening of Georgetown Road SR 60 from Rabbit Valley Road to the Hamilton County line is being removed from the unfunded “Illustrative Projects” list since it is being replaced by the funded project #86 as modified by the amendment discussed above. The projects in Table 5.16 are not currently eligible for federal funds available to the MPO since they are not part of the official fiscally constrained Plan, but they can be considered if additional revenue becomes available, or in future Plan updates. However, the UPWP needs to go through a public review and comment process and be adopted by the MPO prior to the end of August. The UPWP and the Federal comments with response were sent to the MPO and TCC by earlier email transmission.
