Call MPO TCC meeting to order --- Chairman Tommy Myers called the meeting to order and asked those present to sign in. The other TCC members in attendance were Brian Beck of the City of Cleveland, Tad Bacon of Cleveland Utilities, Bently Thomas of Bradley County, Mary Lynn Brown and Ted Smith of SETHRA/CUATS, Greg Thomas of City of Cleveland/Cleveland MPO, and Joren Dunnavant of TDOT, others in attendance included Joyanna Love of the Cleveland Daily Banner and Brian Moran of the City of Cleveland. 2. Approval of meeting minutes— March 2, 2016--- Chairman Myers introduced the item and called for discussion or a motion. Brian Beck moved that they be approved and the motion was seconded by Bently Thomas and approved unanimously. 3. New Business a. Draft 2040 Long-Range Transportation Plan release for public comment --- Chairman Myers introduced the item and Greg Thomas explained the item. Consultant Jeanne Stevens with Parsons Brinkerhoff gave a presentation with highlights from the draft 2040 Regional Transportation Plan. Greg Thomas made a motion that the TCC recommend that the MPO release the draft 2040 RTP for public comment. The motion was seconded by Bently Thomas and approved unanimously. b. Development of 2017-2020 Transportation Improvement Program and identification of potential projects--- Chairman Myers introduced the item and Greg Thomas explained the item, referring the TCC to an attached memo containing the timeline for the new TIP. c. Extension of on-call contract with Parsons Brinkerhoff for transportation planning assistance---- Chairman Myers introduced the item and Greg Thomas explained the item. He explained that an extension of the existing on-call contract was needed and that the recommendation would go to City Council. The amendment number 7 would add $100,000 to the project limit for transportation planning services. 4. Old Business---none 5. Comments by federal, state, local agencies 6. MPO Coordinator/staff comments--- Chairman Myers introduced the item and Greg Thomas addressed several issues. He pointed to a memo in the packet recommending against applying for the FASTLane grant in the current funding round and suggesting that it be evaluated again in a future year. He provided an update on the anticipated CMAQ funding round that could be used for the park and ride facility at the Old Woolen Mill. He shared the transit rider report. He referred the TCC to an attached report “Evaluation of Potential Short Sidewalk Sections with Transit Connectivity in Cleveland, TN” 7. Public comments 8. The next regular TCC meeting date is Wednesday, May 25, 2016 at 10 a.m. 9. Adjourn MEMORANDUM TO: MPO Executive Board and TCC FROM: Greg Thomas, AICP, MPO Coordinator DATE: May 25, 2016 SUBJECT: 2040 RTP for adoption At the April 20, 2016 meeting the Draft 2040 Regional Transportation Plan was released for public comment. Also, TDOT, FHWA, and FTA reviewed the draft plan and provided comments. A revised draft was prepared that addressed agency comments. The Draft 2040 RTP was prepared with consideration of the comments received at the October 15, 2015 public meeting as well as stakeholder input including freight concerns. Some comments were received on the Draft 2040 RTP at three public meetings held May 5, 2016. Comments received included support for sidewalks in Calhoun. Concerning US 11 SR 2 near Resolute Forest Products in Calhoun, a comment was made that a turn lane was needed in this area near the intersection of SR 163 and Bowater Credit Union. The projects would be on a TDOT maintained facilities US 11 SR 2 and SR 163) and would be generally consistent with the proposed plan. Also, a comment was made that the re-surfacing of Paul Huff Parkway needed to be included; this “3R” project would be consistent with the plan. Subsequent to the public hearing, it would be staff’s recommendation that the MPO adopt the 2040 RTP. Box 1519, Cleveland, TN 37364-1519 Phone (423) 479-1913 fax (423) 559 3373 http://clevelandtn.gov/index.aspx?nid=153 MPO Coordinator Greg Thomas, AICP gthomas@clevelandtn.gov A RESOLUTION OF THE CLEVELAND URBAN AREA METROPOLITAN PLANNING ORGANIZATION WHEREAS, the MPO has developed an updated long range transportation plan, the 2040 Regional Transportation Plan; and WHEREAS, the MPO has satisfactorily responded to comments by State and Federal agencies concerning the 2040 Regional Transportation Plan; and WHEREAS, the MPO has conducted public meetings and a public hearing and has considered comments regarding the 2040 Regional Transportation Plan, NOW, THEREFORE, BE IT RESOLVED THAT the MPO hereby adopts the 2040 Regional Transportation Plan.
