ADJOURNMENT TOWN OF CLINTON HUNTERDON COUNTY RESOLUTION #126-25 RESOLUTION APPROVING WATER CAPACITY RESERVATION APPLICATION # L25-03 WHEREAS, on March 24, 2015, the Mayor and Council of the Town of Clinton adopted Ordinance 15-1, which amended Chapter 142 of the General Ordinances of the Town of Clinton by creating procedures for applying for and receiving approval for water reservations; and WHEREAS, the Town has received Water Reservation Application # L25-03, dated April 3, 2025, submitted in the name of 1734 Route 31, LLC (Township of Clinton, Block 70, Lots 12, Tax Map Page 13, located at 1734 Route 31 North); and WHEREAS, on July 10, 2025, the Town’s Water Consulting Engineer, Suburban Consulting Engineers, informed the Town of Clinton Water Committee of their recommendation of approval of the afore-mentioned application which proposes development of a Health Care Institution; and WHEREAS, on July 16, 2025, the Town’s Water Committee held their monthly meeting in which they have reviewed and approved said application and deemed it complete, to which they have granted final approval. NOW, THEREFORE BE IT RESOLVED, that in accordance with Chapter 142, Section 1, Sub-section J (3) of the Town’s Ordinances, the Mayor and Council of the Town of Clinton, County of Hunterdon, State of New Jersey hereby approved Water Reservation Application # L25-03 in the amount of 4,500 GPD. BE IT FURTHER RESOLVED, that this permit approval will be valid for twelve (12) months and will expire on July 13, 2026. BE IT FURTHER RESOLVED, that certified copies of this resolution be provided to the Applicant, Suburban Consulting Engineers, and the Town of Clinton Superintendent of Water. Janice Kovach, Mayor Adopted August 13, 2025 Attest: Suzannah Givone, RMC, CMR Town Clerk TOWN OF CLINTON HUNTERDON COUNTY RESOLUTION # 127-25 RESOLUTION AUTHORIZING CANCELLATION OF TRUST ACCOUNT OLD BALANCES WHEREAS, there exists on the books within the Town’s Trust Account old balances; and WHEREAS, the old balances are no longer needed for their original purposes; NOW, THEREFORE, BE IT RESOLVED, that the following trust account balances in the amount of $2,592.04, plus any accrued interest, are hereby cancelled to Trust Surplus: Trust Sub-Account Amount Eastern Hill LLC $ 18.00 Barretti Properties (Eastern Hill) $670.24 Bank of America (BNF Contractors) $200.00 Sage Development $534.70 Rite Aid/BL Companies $340.50 Cellco Partnership $327.20 72-74 West Main St. LLC $ .13 Electric Fees $ 13.63 Miscellaneous $ .58 Jonathan Wall $ .57 Bill Hendershot $ .03 Deegan Brothers $ .09 Kenneth Pizzo Sr. $ .18 Clinton Management Group $120.05 Hidden Meadows $ 2.63 SJN Properties & Dr. Nenna $363.41 AECOM Technology $ .10 __________________________ Janice Kovach, Mayor Adopted: August 13, 2025 Attest: Suzannah Givone, RMC, CMR Town Clerk TOWN OF CLINTON HUNTERDON COUNTY, NEW JERSEY RESOLUTION #128-25 RESOLUTION EXTENDING THE GRACE PERIOD FOR THE THIRD QUARTER 2025 TAXES WHEREAS, the 2025tax rate for the Town of Clinton was certified by the Hunterdon County Tax Board on July 25, 2025, thereby creating a delay in the issuance of the Final 2025/Preliminary 2026 tax bills, and WHEREAS, the third quarter tax amount is due on August 1, 2025, with a ten-day grace period, NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Town of Clinton, County of Hunterdon, State of New Jersey that the grace period for the payment of third quarter 2025 taxes be extended until September 8, 2025; and BE IT FURTHER RESOLVED that any third quarter 2025 tax payments received after September 8, 2025 shall be charged interest from the original due date of August 1, 2025. ______________________________ Janice Kovach, Mayor Adopted: August 13, 2025 Attest: Suzannah Givone, RMC Town Clerk TOWN OF CLINTON HUNTERDON COUNTY, NEW JERSEY RESOLUTION #129-25 RESOLUTION AUTHORIZING THE CFO TO REFUND THE OVERPAYMENT OF TAXES WHEREAS, the Tax Collector of the Town of Clinton has received an overpayment of taxes for the following block and lot due to overbilling, NOW THEREFORE BE IT RESOLVED by the Mayor and Council of the Town of Clinton that the Chief Financial Officer be authorized to refund the overpayment, for the following account: BLOCK LOT OWNER AMOUNT 23 13 Jersey Bred Enterprises LLC $ 238.13 BE IT FURTHER RESOLVED that the Tax Collector remove the overpayment on the above block and lot for the 3rd & 4th quarter 2025. Suzannah Givone, RMC Janice Kovach Clerk Mayor Adopted: August 13, 2025 TOWN OF CLINTON HUNTERDON COUNTY, NEW JERSEY RESOLUTION #130-25 RESOLUTION AUTHORIZING CFO TO RELEASE ESCROW FUNDS WHEREAS, on August 8, 2023, Darren Jones provided Escrow Funds to be deposited in a Town of Clinton Road Opening escrow account, for work associated with 2-8 Main Street; and WHEREAS, the project has been completed and the two-year waiting period has been met, and the Town Business Administrator has approved its return. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Town of Clinton, County of Hunterdon, State of New Jersey to authorize the Chief Financial Officer to issue a check to Darren Jones in the amount of $3,500.00. _________________________ Janice Kovach, Mayor Adopted: August 13, 2025 Attest: _____________________ _ Suzannah Givone, Town Clerk TOWN OF CLINTON HUNTERDON COUNTY, NEW JERSEY RESOLUTION # 133-25 RESOLUTION PERMITTING BYO AT HUNTS MILL PARK DURING TOWN PICNIC WHEREAS, the Code of the Town of Clinton, Chapter 32, Section 7, prohibits consumption of alcoholic beverages in, on, or upon any public street, or land owned or occupied by any federal, state, county, or municipal government, or as further explained in the Section 32-7 A through D; and WHEREAS, alcoholic beverages may be consumed at occasions or events held by bona fide nonprofit organizations or other groups if specifically permitted by resolution of the Mayor and Council; and NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Town of Clinton, county of Hunterdon, state of New Jersey that BYO (Bring Your Own) consumption of alcoholic beverages shall be permitted at the Hunts Mill Park during the Town of Clinton Town Picnic to be held on September 6, 2025, rain date September 20, 2025 beginning at 3:00 PM. ________________________________ Janice Kovach Mayor Adopted: August 13, 2025 ATTEST: ________________________________ Suzannah Givone, RMC/CMR Town Clerk TOWN OF CLINTON HUNTERDON COUNTY, NEW JERSEY RESOLUTION # 134-25 RESOLUTION PERMITTING FIREWORKS AT HUNTS MILL PARK DURING TOWN PICNIC WHEREAS, the Town of Clinton Recreation Committee has requested permission from the Mayor and Council of the Town of Clinton, to have a Fireworks Display at the Town Picnic to be held on September 6, 2025, rain date September 20, 2025 at Hunts Mill Park; and WHEREAS, the town is in the process of securing the proper vendor to provide this service, to which the appropriate Liability Insurance will be provided to the Town; and WHEREAS, the Town of Clinton Recreation Committee will request the Clinton Fire Department and the South Branch Emergency Services to standby at the scene. NOW, THEREFORE BE IT RESOLVED, by the Mayor and Council of the Town of Clinton, county of Hunterdon, state of New Jersey that the Recreation Committee’s request for a fireworks display at the Town Picnic on September 6, 2025, rain date September 20, 2025 at dark, be approved.
