MINUTES Regular Board Meeting Village Office, January 10, 2024 5:30 p.m. – 6:28 p.m. Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by Village President Robert Roelli. Members Attending: President – Robert Roelli, Trustees –Kristen Schoville, Liz Lenz, Renee Linscheid arrived at 5:35 p.m., Alisha Martin, and Danielle Hasburgh Members Absent: Donald Ritchie Staff Present: Village Clerk – Lisa Riley, Public Works Director – Mark Flanagan Public Present: None Public Notices: MOTION (Schoville, Roelli): motion carried by unanimous voice vote to approve posting of agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank and the Village Office on Monday, January 8, 2024 and compliance of the open meeting law. Pledge of Allegiance Minutes: MOTION (Hasburgh, Martin); motion carried by unanimous voice vote to approve the minutes from the December 13th Regular Board meeting. COMMITTEE & COMMISSION REPORTS Library Board – December 19th detailed agenda and November 21st minutes were reviewed. Carrie also provided November 2023 library statistics. Danielle Hasburgh provided an update to the Board regarding the wonderful Christmas events that were held at the library. Danielle stated the donations to the library are more than normal. The Library Board is considering purchasing organizational shelving for the adult area, similar to the kids section. They will be having their next meeting on Monday, January 15th due to the Iowa County grant presentation on the regularly scheduled meeting date. Cobb-Highland Recreation Commission – No meeting is held in January. Splash Pad Committee – The January 9th meeting was postponed due to weather. CITIZENS & DELEGATION – There were no citizens or delegations present. UNFINISHED BUSINESS – None NEW BUSINESS Hours for Splash Pad - 2024 – This item will be on their next agenda to discuss. Well Updates – Public Works Director Mark Flanagan provided an update to the Board regarding the well project, as it is more than originally planned. The pump bowls had a bunch of pinholes so the pump needed to be replaced. The total will cost approximately $45,000 for the pump, motor, and pulling the well. The pump alone is approximately $5,500. Out of the 22 pipes, 8 need to be completely replaced. The cost for the pipes will be approximately $12,000. Johnson Block Engagement Letter for December 31, 2023 for Compilation Services –An engagement letter was presented for a compilation of filing the Form C and PSC Report for the cost of $9,450. MOTION (Roelli, Linscheid); motion carried 6-0 on a roll call vote (Hasburgh – Aye, Linscheid – Aye, Schoville – Aye, Martin – Aye, Lenz – Aye, Roelli – Aye) to approve the Johnson Block Engagement Letter for December 31, 2023 for Compilation Services as presented. Permit Request from Bug Tussel – Mark Flanagan stated we are currently working with Bug Tussel for running underground lines. We are working with Attorney Eileen Brownlee on this request and Mark stated he is checking to see if we have to allow all the boxes they are proposing. MOTION TO GO INTO CLOSED SESSION – Committee may consider entering into closed session under Section 19.85(1)(c) Wisconsin State Statute considering employment, promotion, compensation or performance evaluation date of any public employee over which the governmental body has jurisdiction or exercises responsibility – Village Clerk/Treasurer Retirement MOTION (Linscheid, Lenz); motion carried 6-0 on a roll call vote (Linscheid- Aye, Schoville – Aye, Martin – Aye, Lenz – Aye, Hasburgh – Aye, Roelli - Aye) to go into Closed Session at 5:55 p.m. and to allow Clerk-Treasurer Lisa Riley at attend the Closed Session. MOTION TO RECONVENE INTO OPEN SESSION – Committee may consider taking a consensus to return to open session following the closed session to formally dispose of any issues discussed in closed session. MOTION (Schoville, Martin) to reconvene into open session at 6:19 p.m. Motion carried unanimously. Action of Closed Session MOTION (Linscheid, Hasburgh); motion carried 6-0 on a roll call vote (Martin – Aye, Lenz – Aye, Hasburgh – Aye, Linscheid – Aye, Schoville – Aye, Roelli - Aye) to accept the retirement request from Village Clerk-Treasurer Lisa Riley with sincere gratitude for her years of service and commitment to the community. MOTION (Schoville, Lenz); motion carried 6-0 on a roll call vote (Schoville – Aye, Martin – Aye, Lenz – Aye, Hasburgh – Aye, Linscheid – Aye, Roelli - Aye) to approve pre-payment of a total of $2,889.00 which covers COBRA health insurance premiums for the months of March and April plus additional training hours for the replacement. CORRESPONDENCE & COMMUNICATIONS – ➢ No Spring Primary in February ➢ Ballot Placement of Village Trustees was drawn 1/9/2024 at the Personnel Committee meeting (due to the incoming winter storm on 1/10/24) for the Spring Election. The following order was drawn: (1) Marlin Harms, (2) Alisha Martin, (3) Alaina Benton, (4) Nick Klaas. ➢ Nancy and Jeff Thomas Family gave a generous donation of 13 lighter weight plastic tables for the Community Center, following their family Thanksgiving held there. The Board asked that a thank you card be signed by members and sent to the Thomas family. ➢ Clerk Lisa Riley informed the Board that the card players using the Community Center made another $50 donation for using the building in December. APPROVAL OF BILLS - MOTION (Schoville, Hasburgh): Motion carried by unanimous voice vote to approve the bills as presented.
