Regular Board Meeting
Village Office, March 13, 2024 5:30 p.m. – 6:07 p.m.
Regular Village Board meeting for the Village of Cobb was called to order at 5:30 pm by President Robert Roelli.
Members Attending: President – Robert Roelli, Trustees - Kristen Schoville, Liz Lenz, Alisha Martin, and
Danielle Hasburgh
Members Absent: Renee Linscheid and Don Ritchie
Staff Present: Retiring Village Clerk – Lisa Riley, Public Works Director – Mark Flanagan, New Village Clerk –
Carley Rider.
Public Present: Jennifer Gallagher
Public Notices: MOTION (Roelli, Schoville): motion carried by unanimous voice vote to approve posting of
agenda at the following four places: Cobb Post Office, Cobb Food Mart, Royal Bank, and the Village Office on
Monday March 11, 2024 and compliance of the open meeting law.
Pledge of Allegiance
Minutes: Lisa Riley and Carley Rider requested that the Approval of February 21, 2024 minutes for regular
village board be tabled to April 10th regular meeting. This is due to retirement/training.
Treasurer’s Report- Lisa Riley and Carley Rider requested that the Approval of Treasurer’s report for January
and February be tabled to April 10th regular meeting. This is due to retirement/training.
COMMITTEE & COMISSION REPORTS
Library Board - Danielle Hasburgh provided statistics on the use and availability of the library,
Along with statistics of resources used. The library board will be updating the policy for postings For profit/gain
in regards to commercial use.
Cobb-Highland Recreation Commission – March 13th agenda and the February 7th minutes were reviewed.
Fire District Board - A replacement for Tim Lange is still being sought after. To be included in the April 10th
regular meeting will be a resolution for Tim Lange.
Splash Pad Committee – Liz Lenz reported that as of 3/13/2024 there were 36 yards signed up with around
1300 eggs to be filled. This year, donations and sponsors are set to cover all costs.
Citizens and Delegations- Jennifer Gallagher of Iowa-Grant School District, requested to designate Cobb Fire
Station as the Emergency evacuation location for IGEMS. Gallagher gave information of how structure and set
up of the building would help aid in allowing faculty to identify parents in a separate area than where children
would be held, to ensure students are released to proper person. Additionally, there is enough space for
children to be bussed and dropped off safely. A separate evacuation plan is being set for IGHS.
MOTION (Hasburgh, Martin): motion carried by unanimous voice vote to approve The Cobb Fire Station to be
used for Iowa-Grant Elementary/Middle School Evacuations
UNFINISHED BUSINESS
Personnel Committee- Kris Schoville reported the village Clerk/Treasurer vacancy is now filled,
with Carley Rider, having officially started Tuesday, March 12.
Update on Well Progress- Mark Flanagan provided an update that the well is done and is being
used.
Fiber Internet Update- Mark Flanagan reported that the main lines are in, homeowners that have not provided
a decision are being contacted door-to-door.
NEW BUSINESS
Clerk/Treasurer Oath of Office- New Clerk/Treasurer, Carley Rider, gave oath of office.
Appointment of Agent – WRS- With Lisa Riley’s retirement, a new agent needs to be appointed.
A motion to appoint new village clerk/treasurer, Carley Rider, as the agent was made by Kris Schoville,
seconded by Alisha Martin. Motion carried.
Eileen Brownlee Retirement- a resolution will be made for the regular April Meeting.
Easement for MHTC to Connect to Sewer Plant- A motion to accept the two-foot easement leading to the
sewer plant from near the south end of Marilyn Drive, was made by Bob Roelli, seconded by Liz Lenz. Motion
carried by unanimous vote.
Employee Handbook Changes- Carley Rider has began updating this to remove dated verbiage.
Closed Session- The board determined that it was not necessary to go into closed session as there were no
topics to be discussed.
Correspondence and Communications-
April 2, 2024 Election- Carley Rider and Lisa Riley mailed out absentee ballots on Tuesday, March
12, 2024. Lisa Riley announced that she will be present to help with this election throughout the
day, given there are new materials and regulations.
Animal Licenses Due by March 31st- Carley Rider and Lisa Riley reported that they have postcards
prepped to be sent to residents with animals that are not yet licensed for the year.
Approval of Bills for the Month- A motion was made by Liz Lenz, seconded by Danielle Hasburgh. Motion carried.
Adjournment- Motioned by Bob Roelli, seconded by Hasburgh to adjourn the meeting. The motion carried and
the meeting was adjourned at 6:07 pm.

10) MOTION TO RECONVENE INTO OPEN SESSION – Committee may consider taking a
consensus to return to open session following the closed session to formally dispose of any
issues discussed in closed session.
