City of Coffeyville Payment Report (03/28/2026 – 04/10/2026) $869,308.57 3. Resolution R-26-42 a Resolution authorizing submission of an application to the U.S. Department of Commerce Economic Development Administration - Public Works and Economic Adjustment Assistance Program and committing local match funds for the Gibson Avenue Development Project. 4. Resolution R-26-43 a Resolution authorizing submission of an application to the Kansas Department of Transportation -Transportation Alternatives Program and committing local match funds for the Community Elementary Sidewalk and Crosswalk Improvement Project. 5. Resolution R-26-44 a Resolution authorizing submission of an application to the Kansas Department of Transportation for a Safe Routes to School Planning Grant and committing local matching funds. 6. Resolution R-26-45 a Resolution authorizing submission of an application to the United States Department of Transportation - Safe Streets and Roads for All Program and committing local matching funds for the Downtown Intersection and Crosswalk Improvement Project. 7. Resolution R-26-46 a Resolution authorizing submission of an application to the Build Kansas Fund for financial assistance to support the local match requirement for the Downtown Intersection and Crosswalk Improvement Project. 8. Resolution R-26-47 a Resolution authorizing submission of an application to the United States Department of Transportation - Safe Streets and Roads for All Program and committing local matching funds for the Safety Street Assessment Project. 9. Resolution R-26-48 a Resolution authorizing submission of an application to the Build Kansas Fund for financial assistance to support the local match requirement for the Safety Street Assessment Project. G. COMMENTS 1. Comments from Public Any citizen desiring to address the Commission shall be recognized, advance to the podium, state his/her name and address for the record. Comments shall be limited to 3 minutes unless extended by a vote of the majority of the Commission. The Commission does not hear matters involving litigation or City Personnel. The Commission does not take action on subjects not on the agenda unless unusual or hardship conditions exist. Citizens may address the Commission on agenda items as they are brought to the floor. COMMISSION MEETING AGENDA 2 TUESDAY, APRIL 14, 2026 REGULAR AGENDA ITEMS H. PUBLIC HEARING(s), SPECIAL PRESENTATION(s), & PROCLAMATION(s). 1. Public Hearing to hear comments regarding the submission of an application to the Kansas Department of Commerce for Community Development Block Grant funding under the Water and Sewer Infrastructure category for a sewer line replacement project. 2. Resolution R-26-49 a Resolution certifying legal authority to apply for the Water and Sewer Kansas Community Development Block Grant Program from the Kansas Department of Commerce and authorizing the Mayor to sign and submit such an application 3. Resolution R-26-50 a Resolution assuring the Kansas Department of Commerce that funds will be continually provided for the operation and maintenance of improvements to the sewer system to be financed with Community Development Block Grant funds. I. OLD BUSINESS 1. Second Reading of Ordinance G-26-03 an Ordinance amending Chapter 28, Article VII, of the Code of Ordinances by adding a new section 28-149, to prohibit urinating or defecating in public. J. NEW BUSINESS 1. Resolution R-26-51 a Resolution to approve the purchase of a used 2019 International 4300 single-axle dump truck for the Public Service Department. 2. Resolution R-26-52 a Resolution to award a bid to Jon’s Tire for five Hustler mowers for the Parks Department. 3. Resolution R-26-53 a Resolution to authorize electrical safety improvements at the Coffeyville Fairgrounds. 4. Resolution R-26-54 a Resolution amending the Procurement Policy for the City of Coffeyville. 5. Ordinance G-26-04 an Ordinance amending Chapter 40, Article II, Division 3, Section 40-82(b) of the Code of Ordinances of the City of Coffeyville, Kansas relating to the hours of operation of all-terrain or utility-type vehicle within the city limits. 6.
