COMMON COUNCIL PROCEEDINGS Tuesday, April 24, 2018 - 7:00 P.M. Regular Meeting Common Council Chambers Mayor Morse led in the Pledge of Allegiance at 7:00 PM Roll call was taken PRESENT: ABSENT: Mayor Morse Council Member Koniowka Council President Briggs Council Member Smith Council Member Russell Council Member McCarthy Council Member Napier Michael Jacobson, Director Community Development gave a report of activities to the Council regarding projects in the Community Development Office. Garry Nathan, City Engineer, gave a presentation regarding MS4. Public Comment: Diana, Cataract St., “Again, I would like to talk about the garbage on the bike path. I go and pick much of the stuff up myself, but a lot of it is on people’s property that they just dump over the side. Why can’t we get it picked up?” Mayor Morse, “We can not go on private property to pick up garbage. We send them fines and all they do is pay the fine. The bike path is maintained by Albany County, and I send them e- mails with the complaints.” Council Member Smith, “I think a lot of the problem is that Cohoes is more multi family houses that are along the path, whereas in Colonie, it is single family houses.” Council Member Napier made a MOTION to approve the minutes from March 27, 2018. Seconded by Council Member Russell. All members voted “AYE”. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 28 for the year 2018 A RESOLUTION AMENDING THE ANNUAL BUDGET FOR FISCAL YEAR 2018 Council Member Russell made a MOTION to approve Resolution No. 28 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 28 for 2018 passed. A copy of budget transfers are attached. Common Council Regular Meeting 04/24/2018 Page 2 of 3 Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 29 for the year 2018 A RESOLUTION APPROVING A SHARED SERVICES AGREEMENT BETWEEN THE CITY OF COHOES AND THE VILLAGE OF GREEN ISLAND Council Member Russell made a MOTION to approve Resolution No. 29 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 29 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 30 for the year 2018 A RESOLUTION APPROVING A SHARED SERVICES AGREEMENT BETWEEN THE CITY OF COHOES AND THE COHOES HOUSING AUTHORITY Council Member Russell made a MOTION to approve Resolution No. 30 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 30 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 31 for the year 2018 A RESOLUTION AUTHORIZING THE TREASURER TO IMPLEMENT A PARKING VIOLATIONS AMNESTY PROGRAM Council Member Russell made a MOTION to approve Resolution No. 31 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 31 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 32 for the year 2018 A RESOLUTION AUTHORIZING AND APPROPRIATING THE LOCAL MATCH AS REQUIRED BY THE GREEN INNOVATION GRANT PROGRAM FOR THE CANAL SQUARE PARK REDEVELOPMENT Council Member Russell made a MOTION to approve Resolution No. 32 seconded by Council Member Napier. All members voted “AYE”. Resolution No. 32 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 33 for the year 2018 A RESOLUTION DECLARING LEAD AGENCY FOR SEQRA PURPOSES REGARDING MUNICIPAL WORK AT CANAL SQUARE PARK AND CLASSIFYING SUCH MUNICIPAL WORK AS A SEQRA TYPE I ACTION Common Council Regular Meeting 04/24/2018 Page 3 of 3 Council Member Russell made a MOTION to approve Resolution No. 33 seconded by Council Member Smith. All members voted “AYE”. Resolution No. 33 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 34 for the year 2018 A RESOLUTION MAKING A NEGATIVE DECLARATION REGARDING MUNICIPAL WORK AT CANAL SQUARE PARK Council Member Russell made a MOTION to approve Resolution No. 34 seconded by Council Member Napier. All members voted “AYE”. Resolution No. 34 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 35 for the year 2018 A RESOLUTION ACCEPTING A GRANT AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT FOR FUNDING FROM THE OFFICE OF PARKS, RECREATION AND HISTORIC PRESERVATION THROUGH THE 2017 CONSOLIDATED FUNDING APPLICATION Council Member McCarthy made a MOTION to approve Resolution No. 35 seconded by Council Member Russell. All members voted “AYE”. Resolution No. 35 for 2018 passed. Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka presented Resolution No. 36 for the year 2018 A RESOLUTION REQUESTING THAT THE LEGISLATURE OF THE STATE OF NEW YORK ENACT ASSEMBLY A10251/SENATE S8208 AUTHORIZING THE CITY OF COHOES TO MAKE PARTICIPATION IN SECTION 384-D OF THE RETIREMENT AND SOCIAL SECURITY LAW AVAILABLE TO POLICE OFFICER JEFFREY BRESSETTE Council Member Napier made a MOTION to approve Resolution No. 36 seconded by Council Member McCarthy. All members voted “AYE”. Resolution No. 36 for 2018 passed.
