Prior to the start of the Common Council Special Meeting, a Common Council Workshop was conducted.
Mayor Morse led in the Pledge of Allegiance at 7:45:00 PM

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Ordinance No. 3 for the year 2018
AN ORDINANCE ACCEPTING A PERMANENT EASEMENT THROUGH, UNDER, AND ALONG
51-55 SARGENT STREET
Council Member Russell made a MOTION to approve Ordinance No. 3, seconded by Council President
Briggs. All members voted “AYE”. Ordinance No. 3 for 2018 passed.
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Resolution No. 37 for the year 2018
A RESOLUTION AWARDING A CONTRACT TO CALDWELL TANKS, INC. FOR WATER
STORAGE TANK REPLACEMENT
Council Member Russell made a MOTION to approve Resolution No. 37, seconded by Council President
Briggs. All members voted “AYE”. Resolution No. 37 for 2018 passed.
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Resolution No. 38 for the year 2018
A RESOLUTION DECLARING LEAD AGENCY AND MAKING A NEGATIVE DECLARATION
REGARDING AMENDMENTS TO THE COHOES ZONING CODE
Council Member Russell made a MOTION to approve Resolution No. 38 seconded by Council President
Briggs. All members voted “AYE”. Resolution No. 38 for 2018 passed.
Resolution No. 39 for 2018 was withdrawn.

presented Resolution No. 40 for the year 2018
A RESOLUTION AUTHORIZING AND DIRECTING THE TREASURER OF THE CITY OF
COHOES TO ACCEPT CORRECTED PUBLIC WORKS CHARGES AS HEREINAFTER SET
FORTH
Council Member Russell made a MOTION to approve Resolution No. 40 seconded by Council Member
Napier. All members voted “AYE”. Resolution No. 40 for 2018 passed.
Council Member McCarthy, “In early April, I sent these items to Ralph regarding the condition of the
catch basin at Truman Way, as well as other conditions in the 4th Ward. These are very dangerous
conditions and nothing is being done with it.”
Mayor Morse, “You are right, these issues are all over the City. Ralph works very hard. On any given
day, at least 7 people are out. We took men off this, to put on picking up leaves like the Council wanted.
We can’t fix them all at once. We have a priority list that we work from.”
At 8:40 PM the Common Council meeting was adjourned.
