Public Comment:
None
At 7:02 PM a Public Hearing was conducted for Local Law #1 for 2018. The Public Hearing was read
into the record:
Public notice is hereby given that a public hearing will be given to all persons desirous of being heard in
reference to a Local Law: A LOCAL LAW REPLACEING CHAPTER 285 OF THE CODE OF THE
CITY OF COHOES REGARDING ZONING. A Public Hearing will be held on May 22, 2018 at 7:00
PM in the Common Council Chambers, City Hall, Cohoes, NY 12047.
At 7:05 PM with no public comment being made, the public hearing was closed.
Council Member Russell made a MOTION to approve the minutes of the April 24 and May 8, 2018
meetings. Council Member Smith seconded the motion. All members voted “AYE”. The motion passed.
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Local Law No. 1 for the year 2018
A LOCAL LAW REPLACING CHAPTER 285 OF THE CODE OF THE CITY OF COHOES
REGARDING ZONING
Council Member Russell made a MOTION to approve Local Law No. 1, seconded by Council Member
Smith. All members voted “AYE”. Local Law No. 1 for 2018 passed.
Council Member Napier asked to be recognized to submit Resolution No. 44 to the agenda. Resolution
No. 44 to request Corporation Counsels office represent the Board of Ethics in matters where needed.
Mayor Morse, “Corporation Counsel has been instructed to inform all Boards of open meetings laws and
FOIL laws. We do not need a resolution directing an employee to do their jobs.”

Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Resolution No. 41 for the year 2018
A RESOLUTION APPROVING AN EXCESS WORKERS’ COMPENSATION AND EMPLOYMENT
LIABILITY INDEMNITY INSURANCE CONTRACT
Council Member Russell made a MOTION to approve Resolution No. 41, seconded by Council President
Briggs. All members voted “AYE”. Resolution No. 41 for 2018 passed.
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Resolution No. 42 for the year 2018
A RESOLUTION GRANTING THE STATE OF NEW YORK AUTHORITY TO PERFORM THE
INSTALLATION OF THREE RADAR SPEED SIGNS FOR THE OWNER AND AGREEING TO
MAINTAIN FACILITIES INSTALLED VIA STATE-LET CONTRACT
Council Member Napier made a MOTION to approve Resolution No. 42 seconded by Council Member
Russell. All members voted “AYE”. Resolution No. 42 for 2018 passed.
Council President Briggs, and Council Members Smith, Russell, McCarthy, Napier, and Koniowka
presented Resolution No. 43 for the year 2018
A RESOLUTION APPOINTING A MEMBER OF THE BOARD OF ETHICS
Council Member Russell made a MOTION to approve Resolution No. 43 seconded by Council President
Briggs. Council President Briggs, and Council Members Russell, McCarthy, and Napier voted “AYE”.
Council Members Smith and Koniowka abstained from voting. Resolution No. 43 for 2018 passed.
Public Comment:
Tim Thibideau, Massachusetts Ave., “It is a good thing to bring forth a Resolution. Each member of the
boards should be responsible for knowing when they expire.”
At 7:40 PM the Common Council meeting was adjourned.
