MINUTES OF THE MEETING OF THE BOARD OF ETHICS OF THE CITY OF COHOES HELD ON MONDAY, OCTOBER 26, 2020 IN THE COMMON COUNCIL CHAMBERS OF CITY HALL Members Present: Charles Valenti, Chairperson Deborah Gilchrist, Member David Emanatian, Member Erin Roditis, Alternate Also Present: Complainant of Complaint No. 20-7, Complaint No. 20-9, and Complaint No. 20-10 Interested Citizen The meeting was called to order at 6:07 p.m. Items discussed: 1. The minutes of the September 28, 2020 meeting of the Board were approved by a unanimous vote. 2. Complaint No. 20-7. The Complaint was discussed by the Board and the Complainant. After considering the documentation and testimony presented, the Board felt that Complaint No. 20-7 lacked sufficient evidence to support the Complaint. Chairperson Valenti, Deborah Gilchrist, and David Emanatian voted in favor of the motion to declare that Complaint No. 20-7 was unfounded. Thus the motion was passed by a unanimous vote. 3. Complaint No. 20-9. The Complaint was discussed by the Board and the Complainant. After considering the documentation and testimony presented, the Board felt that there was no violation of the Code of Ethics of the City of Cohoes. Chairperson Valenti, Deborah Gilchrist, and David Emanatian voted in favor of the motion to declare that Complaint No. 20-9 was unfounded. Thus the motion was passed by a unanimous vote.  4. Complaint No. 20-10. The Complaint was discussed by the Board and the Complainant. After considering the documentation and testimony presented, the Board felt that the subject of the Complaint was not a matter of ethics. Chairperson Valenti, Deborah Gilchrist, and David Emanatian voted in favor of the motion to declare that Complaint No. 20-10 was unfounded. Thus the motion was passed by a unanimous vote. 5. Complaint No. 20-11. The Board noted that the Complainant was not in attendance at the meeting and wanted to give the Complainant additional time to discuss the Complaint with the Board. Chairman Valenti, Deborah Gilchrist, and David Emanatian voted in favor of the motion to table Complaint No. 20-11. Thus the motion was passed by a unanimous vote. The meeting was adjourned at 7:46 p.m.
