MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON February 20, 2018 AT 6:30 PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chairperson Herbert Hyde Thomas Rifenberg ABSENT: Robert Langley ALSO PRESENT: Melissa Cherubino, Dir. of Building and Planning Chairperson Cherniak called the meeting to order at 6:30 p.m. CONSIDERATION OF MINUTES FROM THE JANUARY 16TH 2018 MEETING Barb moved to approve the January 16th 2018 meeting minutes. Herb seconded the motion, which passed unanimously. CONSIDERATION OF A NEW ROOF AT 121 REMSEN STREET Pastor Brittney Moore requested approval for a roof replacement at the Vineyard Church. Church leaders noticed years ago that the wall was separating from the building. It was determined that the weight of the slate roof placed pressure on the wall. Repairs were made by sistering the wall. However slate continues to fall off the roof and the weight continues to place pressure on the wall. Pastor Moore reached out to a company willing to offer a discount for a product that simulates slate but is much lighter in weight and less costly than repair of the existing slate. She brought a sample for the board to see. The color, Colonial Slate, matches the existing color. Since the Church intends to use Community Loan Funds, SHPO approval is also required. Pastor Moore predicts a fall 2018 construction start date. The slate roof replacement is the only scope of work – the proposal excludes trim replacement or structural work. Herb moved to approve the roof replacement. Tom seconded the motion, which passed unanimously. CONSIDERATION OF SIGNAGE AT 289 ONTARIO STREET Crystal Alesio requested approval for two signs at the storefront of 289 Ontario St. She opened a nonprofit in the storefront that provides STEAM opportunities to school-aged children. A 24”X72” wall sign made of 3mm aluminum will cover the existing empty sign space left by the last tenant. The sign will appear painted on rather than metal. Ms. Alesio proposed a second sign attached to an existing wrought iron bracket. The 24” diameter perpendicular sign will hang by wrought iron look chains from the bracket. The two-sided sign, made from the same aluminum material, includes a black, weighted frame. Similar perpendicular signs can be seen on other storefronts in the area. Herb moved to approve the application. Tom seconded the motion, which passed unanimously. There being no further business, the Board adjourned at 7:30 pm.
