MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND
ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON
March 19, 2019 at 6:30 pm
MEMBERS PRESENT: Daniele Cherniak, Chairperson
Robert Langley
Herbert Hyde
ABSENT: Thomas Rifenberg

ALSO PRESENT: Robyn King, Dep. Dir. of Economic Development and Planning
Chairperson Cherniak called the meeting to order at 6:31 pm.
CONSIDERATION OF MINUTES FROM THE FEBRUARY 19 MEETING
Chairperson Cherniak asked if anyone had any questions about the meeting minutes from the February 19, 2019
meeting. With no questions, Member Hyde made a motion to approve the minutes, which Member Langley
seconded and the motion passed unanimously.
CONSIDERATION OF A SOLAR PHOTOVOLTAIC INSTALLATION AT 1 N. MOHAWK
A representative for the applicant, Rodney Wiltshire, presented and noted the solar array to be installed would be
roughly 186,000 kW with 5,000 individual solar panels which would all be installed covering the roof of the
parking garage detached from the Harmony Mill four building.
Chairperson Cherniak asked if the only infrastructure to be installed on the Harmony Mill Four building would be
the conduit. Mr. Wiltshire confirmed this and noted that the proposed conduit is outlined in red in the drawing
presented. Member Hyde asked how the conduit was fashioned, and Mr. Wiltshire noted it would be tight to the
wall with straps holding it in place and that it would look similar to other pipes installed on the outside of the
building.
Member Hyde asked if there’s an opportunity to cover the edge of the roof with a material that would soften the
appearance of the array and make it look more decorative and Mr. Wiltshire noted that it may not be the right effect
and draw more attention to the solar array. Chairperson Cherniak agreed and noted it would be best to have the
panels lie flat as it will be less contrast. Mr. Wiltshire noted that the panels themselves are black and do not really
stand out.
There being no further questions, Member Hyde made a motion to approve the certificate of appropriateness for the
rooftop solar installation which was seconded by Member Langley and the motion passed unanimously.

R. King gave an update on City projects as they relate to the Historic Board.
With no further business, Chairperson Cherniak made a motion to adjourn the meeting at 6:37 pm. Member Hyde
seconded the motion which passed unanimously.
