MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD IN CITY HALL ON March 19, 2019 at 6:30 pm MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chairperson Herbert Hyde ABSENT: Thomas Rifenberg Robert Langley ALSO PRESENT: Robyn King, Dep. Dir. of Economic Development and Planning Chairperson Cherniak called the meeting to order at 6:29 pm. CONSIDERATION OF MINUTES FROM THE MARCH 19 MEETING Chairperson Cherniak asked if anyone had any questions about the meeting minutes from the March 19, 2019 meeting. With no questions, Member Hyde made a motion to approve the minutes, which Vice Chairperson Hildreth seconded and the motion passed unanimously. CONSIDERATION OF A WALL SIGN AT 188 REMSEN STREET The applicant, Mr. Belleard explained that their brewing business, Table 4-1 was proposing a faceplate sign at their establishment at 188 Remsen Street. Mr. Belleard presented a design that showed simple lettering on the lintel and does not intend on putting up a sign with any logos. Member Hyde commented that it held continuity with the old business that was at the building and that it looked simple. Vice Chairperson Hildreth noted that it looks almost exactly like Deitcher’s sign. Member Hyde asked if the lettering proposed would be flat, and Mr. Belleard noted that that it would be raised and painted. Chairperson Cherniak asked what the coloring would look like and Mr. Belleard noted that he wanted to keept he coloring the same as the building, but that the letters would be maroon for a pop of color. Mr. Belleard, his partner, and the members discussed some of the internal plans for the building. Chairperson Cherniak asked if the font would be the same as is shown in the drawings and Mr. Belleard noted it would be the same font as the Deitcher’s sign, or similar. Member Hyde presented a motion to approve the sign conditional upon the color choice being a part of the historic color palette and the font being the same or similar to the sign for Deitcher’s. Mr. Belleard noted that they were planning on having window displays as well, and R. King noted that the application would need to be adjusted as well as the approval. Member Hyde asked what color they may use for their window decals. Mr. Belleard’s co-applicant noted that the logo design would be the template for the window dressings. Chairperson Cherniak asked if this would be white. Mr. Belleard’s co-applicant noted that they would need to wait to see the color palette of the interior before selecting a final color and R. King clarified that they would need to select a color from the historical palette. Mr. Belleard’s co-applicant noted he had reddish hues in mind. Chairperson Cherniak asked if there was any additional exterior work planned and Mr. Belleard said there was not at this point in time. After a brief discussion of the history of the buildings at that corner of Remsen Street, Chairperson Cherniak asked if there were any other questions. There being none, Member Hyde made a motion to approve the window dressings (signs) and the wall sign for the lintel and Vice Chairperson Hildreth seconded the motion. The motion passed unanimously. Member Hyde noted that if they were to install any other signage, like a hanging sign, they would need to re-appear in front of the Historic Board for approval. ADJOURNMENT With no further business, Chairperson Cherniak made a motion to adjourn the meeting at 6:42 pm. Member Hyde seconded the motion which passed unanimously.
