MINUTES OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL
REVIEW BOARD HELD MEETING VIRTUALLY VIA THE ZOOM APPLICATION
ON TUESDAY,
January 19, 2021 AT 6:30 PM

Chairperson Cherniak called the meeting of the Historic Preservation and Architectural Review
Board to order at 6:33 PM.
CONSIDERATION OF THE MINUTES FROM THE NOVEMBER 17, 2020 MEETING
Chairperson Cherniak: the first item on our agenda is consideration of the November 2020
meeting minutes. Has everyone had a chance to look at the minutes?

CONSIDERATION OF A NEW SIGN AT 169 REMSEN STREET
Chairperson Cherniak: ok so the next item on the agenda is consideration of a new sign at 169
Remsen Street. Is the applicant in here or not?
Jason Wellington; yes
Chairperson Cherniak; ok, could you tell us a little bit about what you’re doing with the sign?
Mr. Wellington; well I’m proposing, I have to go before the Planning Board also, I’m just trying
to, I think, do you have a visual of the sign?
Chairperson Cherniak; yes we do
Mr. Wellington: yea, that came from the sign shop down by the Pig Pit. That was just a draft, it’s
a wood sign and basically that’s what it would look like upon approval and upon completion. It
is a wood sign though, I don’t know if that was in the notes I sent over.
Chairperson Cherniak; so you are hanging it on the existing bracket?
Mr. Wellington: yes, there’s on there, I don’t know what was there prior, but yea that’s it and I
left it the same size and dimension as Don’s sign. I just want it to be symmetrical as much as
possible
with the existing people that are around there.
Chairperson Cherniak; ok, are you doing any exterior lighting on the sign or not?
Mr. Wellington; no, there’s a bulb, I noticed that there’s a bulb, there’s a light fixture next to the
building that would just illuminate that if possible, but nothing on like actual, no LED lights on
the sign or anything like that. It would just be the light that is already on the wall there on the
front of the building.
Chairperson Cherniak; ok, are there any other questions from the board?
Member Frainier; so the sign is not currently in place, it’s just a photo shop?
Mr. Wellington; yea, that a photo shop draft because I got to go before the other boards.
Somehow I guess, somehow the way the calendar sits this fell first.
Joseph Seman-Graves; yea, so he has to go through Planning as well. It’s just he was able to get
through historic first, so I didn’t want to make him wait a month after planning.
Chairperson Cherniak; and the sign dimensions are all within code correct?
Joseph Seman-Graves; yup
Chairperson Cherniak; ok, any other questions? Are there any comments from the public?
Joseph Seman-Graves; there are none in here.
Chairperson Cherniak; ok, so if not, then can I have a motion from the board to approve the sign?
Member Frainier; I’ll make the motion
Chairperson Cherniak; do I have a 2nd?
Member Lamb; I’ll 2nd

Joseph Seman-Graves; I’ll send you, next week I’ll send you an invitation to the Planning board
meeting for the following week
Mr. Wellington; ok, so I’m not confused, I will not be joining next week’s meeting, I will join
the week after. Thank you folk, have a great safe rest of the year and month.
CONSIDERATION OF A NEW SIGN AT 130 REMSEN STREET
Chairperson Cherniak: so our next item is consideration of a new sign at 130 Remsen Street
Joe Seman Graves; just before you get going with this one, I do apologize that the sign is already
hung. I think I wrote it to you guys the applicant herself did everything that she was required and
it just never got to my desk after it was received in City Hall. So I just wanted to make that clear
before going into this. But she did actually reach out, just never talked to me and sent everything
in.
Chairperson Cherniak; ok, it’s pretty much similar to her previous sign correct?
Joseph Seman-Graves; right, but I think the positive thing is that even though she was already on
the street and it’s similar, she went out of her way to do the application.
Chairperson Cherniak; right, I just mean there won’t be any concerns with colors or size or
anything.
Joseph Seman-Graves; no, she actually has the colors listed here, they are all right from the
historic color palette.
Chairperson Cherniak; ok, is the applicant here?
Joseph Seman-Graves; she is not here, I apologize, but she contacted me earlier in the day saying
that, pretty much asking if she had to be here, she would get a babysitter, if not she would not. I
told her it’s probably ok to pass at this point.
Chairperson Cherniak; ok, it’s pretty straight forward, and do any of the members have any
concerns or questions?
Member Frainier; I’ve dealt with Kayla since I was on the local development corporation. She
follows the rules, she does a good job and she’s got quite a following in Cohoes.
Chairperson Cherniak; ok, so with there being no questions, do I have a motion to approve the
sign?
Member Lamb; I’ll make the motion
Chairperson Cherniak; ok, do I have a 2nd?
Member Frainier; I’ll 2nd

Chairperson Cherniak; ok that comes to the end of our agenda items, is there anything else
members want to discuss?
Sharon; yes, there’s one more thing Daniele, the December 21st meeting.
Chairperson Cherniak; yes
Sharon; do the members want to keep that at the 21st or change it to the 14th?
Member Lamb; 14th would probably be better, if agreeable to everyone else.
Sharon; Barb said the same thing
Member Frainier; I agree
Sharon; ok so I’m going to change the 21st to the 14th
Chairperson Cherniak; ok that’s fine. Ok, anything else for discussion this evening?
Joseph Seman-Graves; not at the moment, just chugging away at my end. I do appreciate the
historic board meetings not entering the 3rd or 4th hour, though I probably say that every time we
have a quick meeting, but it is appreciated.
Chairperson Cherniak; ok, on that note I guess we can have a motion to adjourn.
