MINUTES OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD MEETING VIRTUALLY VIA THE ZOOM APPLICATION ON TUESDAY, FEBRUARY 16, 2021 AT 6:30 PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chairperson Thomas Rifenberg John Frainier MEMBERS ABSENT: Evan Lamb ALSO PRESENT: Joseph Seman-Graves, City Planner Sharon Butler, Administrative Assistant Chairperson Cherniak called the meeting of the Historic Preservation and Architectural Review Board to order at 6:31 PM. CONSIDERATION OF THE MINUTES FROM THE JANUARY 19, 2021 MEETING Chairperson Cherniak: the first item on our agenda is consideration of the January 19th meeting minutes. Has everyone had a chance to take a look at the minutes? All members responded yes Chairperson Cherniak; ok, do I have a motion to approve the minutes? Vice Chairperson Hildreth; I make a motion to approve the minutes Chairperson Cherniak; do I have a 2nd? Member Frainier; I’ll 2nd all in favor, motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Thomas Rifenberg X Evan Lamb Absent John Frainier X CONSIDERATION OF A NEW SIGN AT 133 REMSEN STREET Chairperson Cherniak: next item on the agenda is consideration of a new sign at 133 Remsen Street. Is the applicant here? Melanie Diaz-Fillerup; yes I’m here Chairperson Cherniak; could you tell us a little bit about what you’re planning to do? Ms. Diaz-Fillerup; so I’m turning my current catering business into a coffee shop, which is well needed and I would like to change the sign in front and add that (picture of sign on screen) so it’s a little more visible to see. The front of the building certainly needs some changing and I plan to put an application in for façade changes, but unfortunately the landlord at this time is not willing to do any changes to the faced itself until later on when more funds are available for him to do so. Chairperson Cherniak; ok, I noticed there was mention of an awning and lighting. So are those on hold then? Ms. Diaz-Fillerup; yes, there on hold. We’re specifically looking at signage at this point. Chairperson Cherniak; ok, does anyone have any questions for the applicant? All members responded no Chairperson Cherniak; ok, if there are no questions, are there any comments from the public, I don’t know if anyone is on. Joe Seman-Graves; none were sent in and there is no public currently here. Chairperson Cherniak; ok, so if there are no questions and no comments, can I have a motion to approve the sign? Member Rifenberg; I’ll make a motion to approve Chairperson Cherniak; do I have a 2nd? Vice Chairperson Hildreth; I 2nd it All in favor, motion carried. Joe Seman-Graves; ok Melanie I’ll send you a letter tomorrow and then we can go ahead and go to the building department for your permit. Ms. Diaz-Fillerup; perfect, thank you everyone. Joe Seman-Graves; so everyone knows just for the record, Daniele I think you’ll find this interesting, but please lets close the meeting before I talk anymore.
