MINUTES OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD HELD MEETING VIRTUALLY VIA THE ZOOM APPLICATION ON TUESDAY, APRIL 20, 2021 AT 6:30 PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chairperson Evan Lamb John Frainier MEMBERS ABSENT: Thomas Rifenberg ALSO PRESENT: Joseph Seman-Graves, City Planner Sharon Butler, Administrative Assistant Chairperson Cherniak called the meeting of the Historic Preservation and Architectural Review Board to order at 6:32 PM. CONSIDERATION OF THE MINUTES FROM THE FEBRUARY 16, 2021 MEETING Chairperson Cherniak: the first item on our agenda is consideration of the February 16, 2021 meeting minutes. Are there any comments or amendments to the minutes? Vice Chair Hildreth; no Chairperson Cherniak; if not do I have a motion to approve the minutes? Joe Seman-Graves; sorry Daniele we do have Renel for 190 Remsen Street Chairperson Cherniak; ok they are? Ok so we’ll start with then consideration of the sign at 190 Remsen Street. So can the applicant explain a bit on what they’re going to do? Good evening, hi my name is Renel Turner. So I’m looking to open a bakery at 190 Remsen Street. It was previously Cake Streets I believe is the name of the bakery that was there. So, I’m just looking to simply open a bakery. I make all sorts of different treats and so on. I make treats for humans and I also make dog treats as well. I’m looking to build my business there and have a home there. Chairperson Cherniak; ok, do any of the board members have questions? Vice Chair Hildreth; is this sign going to be hung out? Where’s the sign being hung? Ms. Turner; it would be hung, Joe is that you with the curser showing on the screen? Vice Chair Hildreth; ok got it. Chairperson Cherniak; so it will replace the previous sign? Ms. Turner; yes Chairperson Cherniak; ok are you putting any exterior lighting on it or not? Ms. Turner; no, I was not Chairperson Cherniak; alright Ms. Turner; my plan is simply having the sign and also like, I’ll have window decals as well Chairperson Cherniak; ok, will they be similar in design to your sign or will they just be lettering? Ms. Turner; they’ll just be lettering to say Nelly’s Treats and then the sign that will be hanging will have the entire image and also Nelly’s Treats on it, that’s shown in the presentation. Chairperson Cherniak; right and the lettering will be a similar font to the one you have on the sign, the window lettering? Ms. Turner; yes, I’m looking to have it just about identical if not very similar with the wording or the lettering Chairperson Cherniak; ok Ms. Turner; the font I should say, excuse me Chairperson Cherniak; ok anything else form the board? Ms. Turner; oh, I thought I ended the video. I’m hoping very soon, I’m hoping early, well we’re already in early spring so late spring if not early summer. CONSIDERATION OF A NEW SIGN AT 144 REMSEN STREET Chairperson Cherniak; ok, so our next item is consideration of a sign at 144 Remsen Street. Joe Seman-Graves; they’re not here at the moment. Do you want to go to 86 Remsen? CONSIDERATION OF A NEW SIGN AT 86 REMSEN STREET Chairperson Cherniak; ok, so we’ll move on to 86 then. Good evening members of the board this is Brenda Hage, Sweet Happy Days 86 Remsen Street. I had submitted the sign to Joe last week for our ice cream and sweets parlor being designed through Vital Signs. I believe Joe has copy there for you. So the design of the sign will be hung on a 4”, I believe Joe also has the picture of that. That comes out of the building, there will be no additional lighting added on to the sign. Maybe down the, in the future if I need to put something on the building I’ll come back to the board and get the correct quotes for that as far as the historic society. It looks like on the far north end of the corner of the building where the brick is, it looks like there was an old sign there, so that’s where I was anticipating on putting our current sign as well Chairperson Cherniak; so the bracket you’re showing here, is that the one you’ll be using? Ms. Hage; correct Chairperson Cherniak; and will you have those external lights? Ms. Hage; no, so there’s no lights, on this pole here there’s no external lights for this sign Chairperson Cherniak; but then the brackets show lights on it. Joe Seman-Graves; Daniele the, there was, I was explaining to the board before you got on, Brenda had changed the design after those packets went out. Chairperson Cherniak; ok so there will be no lights on the bracket then? Joe Seman-Graves; right Ms. Hage; correct Chairperson Cherniak; and there will be no LED lighting on the sign? Ms. Hage; correct Chairperson Cherniak; ok, any other questions? Ok, any, so if there are no other questions or no public comments, do I have a motion to approve the sign? Member Frainier; I’ll 2nd All in favor, motion carried Chairperson Cherniak; ok thank you Ms. Hage; thank you everybody have a good evening. CONSIDERATION OF A NEW SIGN AT 144 REMSEN STREET Chairperson Cherniak; we can move on to this sign, I mean if the members of the board don’t have any questions or concerns, I mean I guess we can talk about it and see if there are any issues then we’ll have to have the applicant provide it. Joe Seman-Graves; ironically enough the applicant did not submit a sign last month, so there was no meeting. But they were waiting to get into a meeting for some reason so I can’t explain that but they, I’m surprised they’re not here today. But they did submit a sign design Vice Chair Hildreth; oh, that’s going to be good (design on the screen) Chairperson Cherniak; so it will be going in the place where the existing sign is? Joe Seman-Graves; yes Chairperson Cherniak; and one thing I see on this picture, I don’t know if they blanked it out just for some reason, the new glass over the door… Joe Seman-Graves; that was, that’s me I took….. Chairperson Cherniak; ok, but that is, that will be staying correct? Joe Seman-Graves; yes Chairperson Cherniak; ok, just wanted, I thought that was probably something that was an artifact, I just want to make sure that was staying so. Vice Chair Hildreth; that’s great that they are going to use that building, that’s super Chairperson Cherniak; so any concerns about the sign from members of the board? Any questions? Vice Chair Hildreth; is it just going to be a brown sign with Paint Cohoes Gallery & Studio on it or, in the picture all the lines from the graph papers shine through? Joe Seman-Graves; if I am…… Vice Chair Hildreth; ok I have a better view on the screen yes. Jose Seman-Graves; I don’t want to misinterpret it but I believe, I could be wrong, I believe it’s going to be the white sign that you see on the right (on the screen). Vice Chair Hildreth; ok, alright Chairperson Cherniak; ok yea, that makes more sense from the point of view scale. Ok, so I guess if there are no other questions, if that is the actual sign and they’re planning to use the existing bracket, I mean would board members be ok with that? Vice Chair Hildreth; yes Chairperson Cherniak; ok, so if that’s what the applicants plans on, can I have a motion to approve that plan? Member Frainier; I make the motion Chairperson Cherniak; 2nd? Chairperson Cherniak; right and it’s hung on the existing bracket Joe Seman-Graves; alright, I’ll tell them to come back to the board if they, if that wasn’t their intention. Chairperson Cherniak; ok great. So are there any other….. Vice Chair Hildreth; when do they plan on opening? Joe Seman-Graves; I haven’t heard from them in a few weeks, but it was, the original conversation was like, they went to planning last month and that conversation they wanted to open, it was pretty quick turnaround so I have no real update except I think pretty soon. Vice Chair Hildreth; ok because when we start eat in the streets, it would be good to celebrate these new businesses too Joe Seman-Graves; absolutely. They were like I said approved through planning last month, so I think any interior work they were doing is well underway, so this would hopefully just be an addition of a sign and then their able to open up. Vice Chair Hildreth; great Chairperson Cherniak; ok so are there any other topics for discussion this evening? Joe Seman-Graves gave an update to the board on projects, grants and different properties on Remsen Street and the status of them.
