MINUTES OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD AT 97 MOHAWK STREET COHOES, NY ON TUESDAY, JUNE 15, 2021 AT 6:30 PM MEMBERS PRESENT: Daniele Cherniak, Chairperson Barbara Hildreth, Vice Chair Thomas Rifenberg Evan Lamb John Frainier MEMBERS ABSENT: None ALSO PRESENT: Joseph Seman-Graves, City Planner Sharon Butler, Administrative Assistant Chairperson Cherniak called the meeting of the Historic Preservation and Architectural Review Board to order at 6:32 PM. CONSIDERATION OF THE MINUTES FROM THE MAY 18, 2021 MEETING Chairperson Cherniak: the first item on our agenda is consideration of the May 18, 2021 meeting minutes. Have board members had a chance to take a look at the minutes? Member Frainier; yes Chairperson Cherniak; do I have any comments, questions about the minutes? All members responded no Chairperson Cherniak; ok, if there are not questions, do I have a motion to accept the minutes? Do any of the board members have any questions? Luke and Terri Gladue spoke about signs they want to install at 95 Remsen Street and 2 signs at 109 Remsen Street. They showed the board members pictures of the signs they want to install on the front of the buildings. The Gladue’s stated that their tenant wants a sign also, which would be hanging. There was no design presented for that sign. The Gladue’s also asked about lighting behind the signs, stating that the lights would be a glow on the backboard of the signs and not anything glaring. They showed a picture of the lighting they want to install. Chairperson Cherniak; it’s not lighting up the lettering or an internal light on the sign? Terri Gladue; no, it would just be a soft back lighting so at night people can see the signs. It more of a white lighting. Chairperson Cherniak; ok. Do any members of the board have any questions about the lighting? All members responded no. Chairperson Cherniak; ok do I have a motion to approve the lighting, the back lighting at all these locations? Karen Miscavage (owner at 103 Remsen Street) stated that they wanted to put flags up during the holidays. The flags would be in between the windows in front of each of the buildings. Chairperson Cherniak; do you have a design to show us? Karen Miscavage; no it would just be brackets to hold the flags. We want to give a look that is welcoming and have pride in our community. Chairperson Cherniak; members of the board, any thoughts on this? Member Frainier; I’m in favor of seeing a design before going any further. Chairperson Cherniak; I would want to see something also. Once you have what you want to install you can bring it to the board for review. Ms. Miscavage; ok Chairperson Cherniak; so approved tonight is the planter boxes, lighting and signs, no hanging sign or flag poles/brackets until we see the applications with the design of what you want to do. Gladue’s and Ms. Miscavage; ok we will get that to you CONSIDERATION OF EXTERIOR PAINT COLOR CHANGE AT 122 REMSEN STREET Chairperson Cherniak; ok next item on the agenda is exterior painting at 122 Remsen Street. Do you want to tell us what you’ll be doing? Daniel Oh; sure, the exterior trim at 122 Remsen is pretty rough and when I did a closer inspection of it found that it all needs to be redone. The blue color that is one there isn’t really historic so I decided to change it to black as it will look cleaner, and give a sleeker look Chairperson Cherniak; do any members of the board have any questions on this? All members responded no Chairperson Cherniak; ok, if there are no questions, do I have a motion to accept this change? YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Thomas Rifenberg X Evan Lamb X John Frainier X CONSIDERATION OF EXTERIOR WORK AND CHANGES AT 139 MOHAWK STREET Joe Seman-Graves; the applicant emailed me late this afternoon stating that they are selling the premises and to remove this application from the meeting. Does the board want to discuss this project because new owners will have to appear for any work to be done? Chairperson Cherniak; yes, I have some concerns about this application. I would like to see the decorative wood on the building be preserved and not removed or covered up. I think the rails could be replaced with something in kind also, and the doors are beautiful I wouldn’t want to see them removed. The members discussed in depth the priorities of what they would want to see preserved on the building to keep the historic nature of the building. Priority items included the roof line decos, doors and porch columns. Joe Seman-Graves brought the board up to date on the window replacement at City Hall, stating that it is a long process with SHPO. He also told the board that the Remsen Street Phase 3 application was approved for sidewalks, street lights and trees. With no other business to discuss Chairperson Cherniak adjourned the meeting at 7:08 PM
