MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD TUESDAY, NOVEMBER 21, 2023 AT 8:00AM MEMBERS PRESENT: Daniele Cherniak, Chair Barbara Hildreth, Vice Chair John Frainier ABSENT: Evan Lamb ALSO PRESENT: Sharon Butler, Administrative Assistant Tess Drauschak, Assistant Planner Chairperson Cherniak called the November 21, 2023 meeting of the Historic Preservation and Architectural Review Board to order at 8:05AM. Roll Call; Members present; Chairperson Cherniak, Vice Chair Hildreth, Member Frainier Absent; Evan Lamb CONSIDERATION OF THE OCTOBER 31, 2023 SPECIAL MEETING MINUTES Chairperson Cherniak; next item on the agenda is the minutes from the October 31, 2023 meeting has everyone had a chance to look at the minutes; motion to approve the minutes was made by Vice Chair Hildreth 2nd by Member Frainier All in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb ABSENT John Frainier X CONSIDERATION OF A SIGN AT 192 REMSEN STREET Chairperson Cherniak; next item is a sign on 192 Remsen Street, can you tell us what you are looking to do? Ms. Jessica Merendino; ok, so I believe you guys have a design of my sign, the colors of sign are going to be neutral, the signs would be vinyl on one or two of the windows. I wanted to find out your guidelines Vice Chair Hildreth; what colors? Ms. Merendino; beige. I can pull it up for you right now Chair Cherniak; so beige background? Ms. Merendino; so the flag sign would be beige background and darker blue lettering, not black. On the window I will probably just do the beige. (She brought it up on her laptop to show the board members what the sign would look like). Chair Cherniak; with the sign what are the dimensions? Ms. Merendino; I haven’t made any calls or anything like that, I was waiting to talk with you guys first. It would be the same as the Daisy, Terance, and Nelly’s I would be in line with those guys. There is already the pole on the building, I assume there was a sign before, so I was just going to copy what everybody else on the street did. Chair Cherniak; so you’ll just be using the existing pole for the sign Ms. Merendino; yes. Chair Cherniak; ok, and it sounds like the dimensions would be within the requirements Ms. Merendino; I don’t know the material of what the other businesses used if it’s metal Vice Chair Hildreth; if you call Vital Signs they will know exactly what you need to do. Ms. Merendino; ok Vice Chair Hildreth; they know what all the rules and guidelines are for signs Ms. Merendino; (showed the board on her laptop what the vinyl sign would look like in the windows). I don’t know the dimensions of the windows, or if there are restrictions on how big I can go. Tess; in this case because it is just lettering and you aren’t covering the whole window …. Vic Chair Hildreth; when you call Vital Signs they will come and measure the windows and get you exactly what you need. Ms. Merendino; ok Chair Cherniak; ok so the sign and the decal are the only thing you are planning for on the exterior? Ms. Merendino; eventually get one of the sandwich board signs for when events are going on. Chair Cherniak; that’s ok it doesn’t go in front of us for that. Vice Chair Hildreth; when do you anticipate opening? Ms. Merendino; December 1st If they signs aren’t up by December 1st that’s fine but that is my projected date to be open Vice Chair Hildreth; now are you doing hair and nails? Ms. Merendino; just hair Chair Cherniak; any other questions from board members? Being no other comments or questions, asked for a motion. Vice Chair Hildreth made a motion to approve the application 2nd by Member Frainier all in favor AYE motion carried. With no other business to discuss; Meeting was adjourned at 8:10AM
