MINUTES OF THE SPECIAL MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD WEDNESDAY, NOVEMBER 29, 2023 AT 8:00AM MEMBERS PRESENT: Daniele Cherniak, Chair Barbara Hildreth, Vice Chair John Frainier ABSENT: Evan Lamb ALSO PRESENT: Sharon Butler, Administrative Assistant Chairperson Cherniak called the November 29, 2023 Special meeting of the Historic Preservation and Architectural Review Board to order at 8:00AM. Roll Call; Members present; Chairperson Cherniak, Vice Chair Hildreth, Member Frainier Absent; Evan Lamb CONSIDERATION OF THE NOVEMBER 21, 2023 MEETING MINUTES Chairperson Cherniak; next item on the agenda is consideration of the November 21, 2023 meeting minutes, has everyone had a chance to look at the minutes; motion to approve the minutes was made by Member Frainier 2nd by Vice Chair Hildreth All in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X Evan Lamb ABSENT John Frainier X CONSIDERATION OF SIDING INSTALLATION AT 144 REMSEN STREET Chairperson Cherniak; next item is vinyl siding at 144 Remsen Street. Mr. Dillenbeck contractor representing the owner of the property Karina Hojraj. We are going to put a 3/8 underlayment on the, the material that we are coving up is not brick, it is Insu brick. We are going to cover that up with the underlayment and then we are going to install new vinyl siding on top of it. That is basically what we are doing. Vice Chair Hildreth; are you going to clean up all these branches/vines on the building? Mr. Dillenbeck yes all of that will be torn off and removed and cleaned up so it is a nice clean surface. Chair Cherniak; are there any additional questions? Vice Chair Hildreth; you’re just doing the side that faces White Street? Mr. Dillenbeck; there’s one side, then the back—he showed the board members on the pictures Ms. Hojraj; the other side of it already has vinyl siding on it Vice Chair Hildreth; ok Mr. Dillenbeck; pointed out on the pictures what areas would be sided Chair Cherniak; ok what you are siding is all the same faux brick? Mr. Dillenbeck; yes Ms. Hojraj; we would never cover up brick Mr. Dillenbeck; there is a courtyard in the back and that is the other wall that will be sided. And that is similar to the other one where you can only see a small portion of the wall. Ms. Hojraj; you almost can’t see that part of the building because of the building where the Black Cat used to be, that blocks most of my building Chair Cherniak; and it will be covering this faux brick. Ok any other questions? Being none. Ok so I will just make the statement that because they are covering up this faux brick material we are in support of this application but if they were covering actual brick we would be more concerned about it. Do I have a motion to approve the application? Motion to approve the application was made by Vice Chair Hildreth 2nd by Member Frainier all in favor AYE motion carried.
