MINUTES OF THE MEETING OF THE COHOES HISTORIC PRESERVATION AND ARCHITECTURAL REVIEW BOARD MEETING HELD TUESDAY, APRIL 16, 2024 AT 8:00AM MEMBERS PRESENT: Daniele Cherniak, Chair Barbar Hildreth, Vice Chair John Frainier Tony Kusaywa ABSENT: None ALSO PRESENT: Sharon Butler, Commissioner to Building & Planning Chairperson Cherniak called the April 16, 2024 meeting of the Historic Preservation and Architectural Review Board to order at 8:03AM. Roll Call; Members present; Chairperson Cherniak, Vice Chair Hildreth ,Member Frainier, Member Kusaywa Absent: no members absent CONSIDERATION OF THE March 19, 2024 MEETING MINUTES Chairperson Cherniak; next item is the consideration of the March 19th meeting minutes. This has been tabled until the next meeting because minutes were not included in the packets. YES NO ABSTAIN Daniele Cherniak Barbara Hildreth John Frainier Tony Kusaywa CONSIDERATION OF EXTERIOR BRICK WORK AND PAINTING 113 MOHAWK STREET Chairperson Cherniak; next item on the agenda is 113 Mohawk Street would you like to us a little more about what the plans are? Mr. Daniel Oh; sure the plans we are doing a full renovation there, this next to the post office and then the church on the other side. The building needs a lot of work so were working in the interior right now and we would like to be done this summer, and on the exterior it has been a hodge podge of kind of shoddy repairs and peeling paint. We want to keep it classic black and white, right now it has a mix of browns and tans and whites. So we are going to go black along all the trim and then white on some of the detail, everything around the lintels, we are not going to touch anything that is not painted currently, we are going to do some repair to the facia and a bay window that needs repairs rotted wood and we are going to stick to needed necessary repairs and we are looking at touching it up with essentially black and white historical paint. One of the other reasons (inaudible) we are going for full historical credits so this was passed by State and Federal. Chair Cherniak; so what specifically was ok? Mr. Oh; the full renovations. Chair Cherniak; including the colors? Mr. Oh; yes Chair Cherniak; so the wood you would just be replacing the rotted wood with additional wood Mr. Oh; exactly Chair Cherniak; ok are there any questions from members of the board? Vice Chair Hildreth; you are going to remove all the vines right? Mr. Oh; yes they have already been cut and ready to be removed Chair Cherniak; one thing, I was thinking about the colors the complimentary nature of the colors. And it’s with black and white with a brick building was any of that brought up when you had discussions with Mr. Oh; it we picked colors from the historic color palette. Chair Cherniak; ok so are there any other questions? Vice Chair Hildreth; are you replacing the doors or are you just painting them? Mr. Oh; we are refinishing doors every exterior door and window were are going to keep Vice Chair Hildreth; ok Chair Cherniak; so as far as the 2 doors and one of them is pretty much all white the other one right now has white trim but a tan color what would be the color configuration with them? Mr. Oh; they will be white Chair Cherniak; so all the doors will be white Mr. Oh; yes, the tan and brown colors will be replaced with the white, black is going to be the trim Chair Cherniak; and the white will be the porch railings and that Mr. Oh; yes Vice Chair Hildreth; are you leaving the boards in the basement window areas or are they going back to windows? Mr. Oh; they are going back to windows so that can be finished. Chair Cherniak; any other questions? Do I have a motion to approve the application? Motion to approve the application was made by Member Kusaywa 2nd by Vice Chair Hildreth, all in favor AYE motion carried YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X John Frainier X Tony Kusaywa X CONSIDERATION OF EXTERIOR WORK AT 139-141 REMSEN STREET Chair Cherniak; so on to the next property 139 Remsen Street Mr. Oh; this is going to be similar in color scheme I’m not the most creative person, so I stick with the classic colors. And similarly it is primarily brick with trim accents and the removal we are going to do is on the 141 side which is the lighted sign and residential porch lights other than that it is going to be the same black and white trim treatment where it is going to be white on the face and then black so along the top all the (inaudible) will be painted black around the window where there is the bluish color will be painted black as well Chair Cherniak; and the one door in the middle…. Mr. Oh; we replaced that front door it was kicked in and it was broken beyond repair Chair Cherniak; as far as are you are removing that sign and lighting and the lanterns that is a good thing, are you replacing that or is it going to depend on what type of business is moving in? Mr. Oh; where are the lights and lanterns are we are not going to put anything back and then where we currently have the banners, we are saving that part for the signage Chair Cherniak; ok so you’ll come back then when you have a tenant Mr. Oh; yes Chair Cherniak; ok and you are leaving those little decorative pieces between the 2nd and 3rd floor windows Mr. Oh; yes Vice Chair Hildreth; yes that makes it more attractive. Chair Cherniak; ok, any other questions, do I have a motion to approve the application? Motion to approve was made by Member Frainier 2nd by Member Kusaywa all in favor AYE motion carried. YES NO ABSTAIN Daniele Cherniak X Barbara Hildreth X John Frainier X Tony Kusaywa X Chair Cherniak; so we have an additional item 95 Remsen Street, Ms. Renel Turner; I am the owner of Nelly’s Treats I am currently located at 190 Remsen Street I am looking to move to 95 Remsen Street which is right on the corner here. So that is just a quote for my sign for the store front. I am looking a maybe a couple of tweaks that is what it will look like for the most part Chair Cherniak so you are planning the sign on the Remsen Street and Ontario Street side Ms. Turner that was my goal, it can be a little pricey, that is why honestly I am looking at a different format but it will still look like that as far as the letters, the size of the letters. I may reduce the number of letters because of the cost honestly. I am looking to have something because the location is right at the corner. Vice Chair Hildreth on the Ontario Street side, you could just put Nelly’s and the front could have Nelly’s Treats. Chair Cherniak; no other exterior work to be done? Mr. Turner; no it was just that and a decal on the front door. Chair Cherniak; ok so are there any other questions? Vice Chair Hildreth; I’m glad you are moving into that space, it’s a great location. Mr. Turner; I am excited it is a beautiful space and I have been working with the Luke and Terry who are the owners they are amazing. I was there yesterday and they put the floor in so it is coming along. I’m looking forward to. Member Kusaywa; I hear you are doing some great things Ms. Turner; I moving along with my business, I teach adult and youth baking classes. So with this space I will be able to have bigger classes and have more of an actual baking school versus the location where I am at now it served me well but I am just growing out of it. Chair Cherniak; that is a good situation to be in Ms. Turner; that is a good problem to have. It’s going well and this community has welcomed me since day one so which I love so I want to continue to make a footprint in the community.
