MINUTES OF THE COHOES PLANNING COMMISSION MEETING HELD ON NOVEMBER 26, 2007 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Chairman Joseph Moloughney Vice-Chairman Clarence Badgley Ms. Sharon Gariepy Mr. Edward Carboni MEMBERS ABSENT: Mr. Mark DeFruscio ALSO PRESENT: Ms. Melissa Ashline-Heil, Planner CONSIDERATION OF DECLARE LEAD AGENCY AND ISSUE A NEGATIVE DECLARATION FOR LION HEART SUBDIVISION OFF WILLIAMS STREET SUBMITTED BY RALPH DRAKE Chairman Moloughney opened the Public Hearing at 6:35pm. Tom Andress of ABD Engineers representing the applicant on a Negative Declaration, SEQR findings. Mitigating measures:  Connecting sewer with the main;  Widening of Williams Street;  Connecting water; and  Stormwater compliance with DEC. Public Hearing was closed at 6:40pm. Chairman Moloughney stated that we have to close out Chairman Moloughney stated that the needs to be some items needed for the preliminary site plan:  Signage;  Street lighting; (maintained by the unit) rather than the city;  Storm water plan SWPPP;  Open space for recreation? 100 sq ft/ multi family; Tie to the bike –path Open space between townhouses homeowners association will maintain. (in application). City manages roads, storm water management. Member Carboni asked if their will be on street parking allowed? Mr. Andress stated that there will be enough parking in the driveways and garages. Member Gariepy would like to see benches and shrubbery, at least landscaping. Maybe access to bike path. Member Carboni made a motion to approve Resolution #41 to declare Lead Agency for the Williams Street Project. Member Badgley seconded the motion roll of call was taken and the motion passed unanimously.  YES NO Edward Carboni X Sharon Gariepy X Joseph Moloughney X Clarence Badgley X Member DeFruscio made a motion to approve Resolution # 42 to declare a negative Declaration on SEQR review for the Williams Street Subdivision Member Gariepy seconded the motion roll of call was taken and the motion passed unanimously. YES NO Edward Carboni X Sharon Gariepy X Joseph Moloughney X Clarence Badgley X Member Badgley made a motion to adjourn the meeting Chairman Moloughney seconded the motion.
