MINUTES OF THE COHOES PLANNING BOARD MEETING HELD ON OCTOBER 19, 2009 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Mr. Edward Carboni Vice-Chairman Clarence Badgley Chairman Joseph Moloughney Ms. Sharon Gariepy Mr. Mark DeFruscio Mr. Jake Dumesnil ALSO PRESENT: Ms. Melissa Ashline-Heil, Planner CONSIDERATION OF THE MINUTES OF THE SEPTEMBER 14, 2009 MEETING Chairman Moloughney called the meeting to order at 6:30 p.m. Chairman asked the planner to take attendance call. Chairman asked the Board to decide whether to approve the minutes from the September 14th, 2009 meeting. Member Carboni made a motion to approve the minutes of the September 14th meeting. Vice Chairman Badgley seconded the motion. Roll of call was taken and the motion passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Mark DeFruscio X Sharon Gariepy X Jake Dumesnil Non-voting CONSIDERATION OF A MINOR SUBDIVISION OF 99 ST. AGNES HIGHWAY William Hoblock proposed subdividing Dr. Romaine’s parcel at 99 St Agnes Highway for access to his proposed Planned Development District (PDD). The minor subdivision was first introduced during the PDD approval process. The dimensions have not changed. Therefore, Member DeFruscio made a motion to approve the minor subdivision. Member Gariepy seconded the motion. Roll of call was taken and the motion passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Mark DeFruscio X Sharon Gariepy X Jake Dumesnil Non-voting CONSIDERATION OF A MINOR SUBDIVISION AT NORTH ERIE STREET The City of Cohoes submitted a minor subdivision application for North Erie Street. The City now owns lands formerly owned by the State of New York. The City intends to auction off the parcel subdivided from the remaining strip of land. April Kennedy, First Ward Council Representative, indicated that the City would prefer to have the land on the tax rolls. The land could not be developed due to costs associated with disturbing portions of the Canal. The neighbor across the street, John Hogan, currently uses the land for parking his vehicles. He is interested in obtaining the land. Member Carboni made a motion to approve the special use permit. Vice Chairman Badgley seconded the motion. Roll of call was taken and the motion passed three to four. YES NO Joseph Moloughney RECUSED Leo Badgley X Edward Carboni X Mark DeFruscio X Sharon Gariepy X Jake Dumesnil Non- voting Vice Chairman Badgley made a motion to adjourn at 6:45pm. Member DeFruscio seconded the motion. Roll of call was taken and the motion passed unanimously.
