MINUTES OF THE COHOES PLANNING BOARD MEETING HELD ON NOVEMBER 19, 2012 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Vice-Chairman Clarence Badgley Mr. Edward Carboni Chairman Joseph Moloughney Ms. Sharon Gariepy Mr. Jake Dumesnil ABSENT: Mr. Mark DeFruscio ALSO PRESENT: Melissa Ashline-Heil, Director of Building and Planning CONSIDERATION OF THE MINUTES FROM THE OCTOBER 15th, 2012 MEETING Member Carboni moved to approve the minutes. Vice Chairman Badgley seconded the motion which passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Jake Dumesnil X Sharon Gariepy X Mark DeFruscio ABSENT CONSIDERATION OF INTENT TO ACT AS SEQR LEAD AGENCY FOR 240 NORTH MOHAWK STREET Gerald Abdelnour owns property at 240 North Mohawk Street. Currently the property contains a large brick principal structure and two garages along the southernmost portion of the parking lot. Mr. Abdelnour proposes removing the two garages and placing a new metal structure for housing his business offices on the same footprint. The Historic Board is researching the significance of the garages. At last month’s Historic Preservation and Architectural Review Board (hereinafter HPARB) meeting Mr. Abdelnour agreed to move the structure if it is significant; however he states that he will not pay to move the structure. Furthermore, he would move his business out of Cohoes before he would pay to move the structure. Finally, the HPARB would require some alterations to the proposed metal garage in order to match the existing historic district. As a result, Chairman Moloughney found that the Planning Board cannot close SEQR until the HPARB has a clear understanding of HPARB’s findings. SEQR requires review for historic, aesthetic and visual impact. Therefore, until the HPARB determines the structure’s significance and makes a definitive statement on impact of the proposal, SEQR requires further review. Member Carboni moved to approve the lead agency status for SEQR purposes.
