MINUTES OF THE COHOES PLANNING BOARD MEETING HELD ON APRIL 14, 2014 AT 6:30 P.M. IN THE COMMON COUNCIL CHAMBERS OF CITY HALL MEMBERS PRESENT: Mr. Edward Carboni Ms. Sharon Gariepy Mr. Mark DeFruscio Vice-Chairman Clarence Badgley ABSENT: Chairman Joseph Moloughney Mr. Jake Dumesnil ALSO PRESENT: Melissa Ashline-Heil, Director of Building and Planning CONSIDERATION OF THE MINUTES FROM THE MARCH 10th, 2013 MEETING Member Carboni moved to approve the minutes. Vice Chairman Badgley seconded the motion which passed unanimously. YES NO Joseph Moloughney ABSENT Leo Badgley X Edward Carboni X Jake Dumesnil ABSENT Sharon Gariepy X Mark DeFruscio X CONSIDERATION OF A POOL AT 86 SPRINGHOLLOW DRIVE David Kehn of Cohoes represented the property owner in requesting approval to install a 15’ aboveground pool at 86 Springhollow Drive. Mr. Kehn described the placement as over 10’ from side and rear property lines. The land drains to the bike path swale. Therefore, Chairman Moloughney recommended approval conditioned on compliance with the code. Member Gariepy moved to approve as conditioned. Member Carboni seconded the motion which passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Jake Dumesnil ABSENT Sharon Gariepy X Mark DeFruscio ABSENT CONSIDERATION OF A POOL AT 29 HEMPLE PLACE Michael Greene proposed installing a pool in the backyard of 29 Hemple Place. The pool would meet setback requirements as shown on his drawing. He added that the property contains two storm drains along the southeast and southwest corners of the lot. Member Gariepy asked what would happen if the pool fails. Mr. Greene explained the water would flow to the south where catch basins would capture flow. Member Gariepy questioned why the applicant intends to install the pool 6’ from the house. Mr. Greene intends to construct a deck next year. Vice Chairman Badgley moved to approve the special use permit. Member Gariepy seconded the motion which passed unanimously. YES NO Joseph Moloughney X Leo Badgley X Edward Carboni X Jake Dumesnil ABSENT Sharon Gariepy X Mark DeFruscio ABSENT CONSIDERATION OF A SUBDIVISION AT SBL#10.18-1-12 William Hoblock proposed subdividing lands owned by the Waterburys to merge with lands subdivided and purchased from Dr. Romaine which combined would comprise the Planned Development District approved by the Common Council. Therefore Member Carboni moved to approve the subdivision. Vice Chairman Badgley seconded the motion which passed unanimously.
