COLBY COMMON COUNCIL August 2, 2022 Page 1 The regular meeting of the Colby Common Council was called to order at 6:30 P.M. by Mayor James Schmidt. On roll call: O’Brien, T Schmidt, Baumgartner, Hesgard, Hederer and Lindeman. Also present were Mayor James Schmidt, DPW Higley, Deputy Clerk Erin Hennes, TP Reporter, Tom Hubbard of MSA, and resident Charlotte Haines. Agenda was posted by the clerk. The agenda will stand as the order of the meeting. Minutes of the July 5th council meeting were pre-read and reviewed. Motion was made by Hederer, seconded by T. Schmidt to approve the minutes as presented. Motion carried with a voice vote. Financial Statement and Bills were discussed. Motion was made by T. Schmidt seconded by Nancy O’Brien to approve the financial statement and bills. The amounts approved are as follows: General Fund $91,064.88; Capital Fund $437,740.26; Water Department $28,510.56; Sewer Department $23,736.52; Net payroll $23,847.89. Motion carried with a voice vote. Tom Hubbard, from MSA explained additional cost to increase common excavation, storm manhole structure, and sanitary manhole riser section changes as presented in Change Order #1. Colby/Abbotsford Police Commission met on July 18th. The commission approved minutes and expenditures. Lexipol Training Update: Chief Bauer said the Lexipol training format was "working well, and was well worth the investment." The training manual is continually updated with changes in the law, and it is easy to determine the progress of new officers in the training process. Chief Bauer said due to COVID- 19, some additional training was offered online. He said most of the online training was unsatisfactory. As examples, SWAT training and drug training are much more effective in the classroom. Chief's Report: Chief Bauer said the K-9 was deployed five times in June, resulting in four arrests. During the recent medication drop-off, an anonymous person donated $100.00 to the K-9 program. There were 793 total CAPD activities reported for the month of June, with a year-to-date total of 4,785, compared to 5,008 total CAPD activities reported for the first six months of 2021. There have been a few issues with parts outfitting the new squad vehicle. Vendors in Loyal and Colby are being used to finish the job. The center console was the wrong size, and Colby Metal is being used to obtain a new one. Chief Bauer said Cheese Days activities went well. He said there were several minor incidents. The revised parade route down Third Street worked fine. No major changes are being contemplated for 2023 Cheese Days. COLBY COMMON COUNCIL August 2, 2022 Page 2 The remainder of the meeting was held in closed session to discuss officer wages. City Planning Meeting met on August 2nd to discuss new tree ordinances. City of Colby Tree Planting Ordinances – There was a discussion regarding the ordinance draft. DPW Higley explained the spacing recommendations for tree planting. There were a few grammar errors in the ordinance which will be remedied prior to adopting the new ordinance. Lindeman questioned the four feet spacing requirement between curb and sidewalk. This was changed to five feet. Charlotte Haines asked if there was a way for the city to allow for a future sponsorship of trees for the residents that cannot afford them. Todd suggested that this is something that we can look at with the Parks Planning committee. The commission the approved the ordinance draft as with some amendments. Motion was made by T. Schmidt, seconded by O’Brien to adopt the new ordinance with the suggested edits. Motion carried with voice vote. Central Fire & EMS Commission met on July 21st. Todd Schmidt reported on the meeting since O’Brien was absent. Mayor Schmidt: Mayor Schmidt reported on the United Communities of Clark County meeting. Mayor Schmidt appointed Amy Underwood to fill the remainder of Terra Newman’s term due to retirement. This is the Colby School member of the CCL Board of Trustees. Motion was made by O’Brien, seconded by Hesgard to approve the appointment. Motion carried with a voice vote. DPW Higley: The following building permits were issued: Marathon County Housing, 303 Lieders St, shingle; Brian & Tina Raasch, 304 S 2 nd St, interior remodeling; Lyle & Katherine Johnson, 201 N 1st St, chain link fence; Leroy Kralcik, 119 S 1st St, siding; Steve Votava, 405 S Main St, replace driveway with concrete. DPW Higley reported on the precipitation and flows for July 2022 at the STP. He also reported on the pumpage of water for July 2022. MSA Engineering: Tom Hubbard reported on the progress of the Community Drive and N 2nd Street projects. Operator’s License: Motion was made by Hederer, seconded by Lindeman to approve the operator’s license as follows. Motion carried with a voice vote. Motion carried with a voice vote. Colby Puller’s Club, 705 E Spence St, August 19th – August 20th Resolution 12-2022 for the Discontinuation on Alley Located between Division St and Jackson St: This resolution is in consideration to dissolve alley between Division St. and Jackson St. This was only an informational discussion regarding the resolution. No action taken at this time. Stop Signs on Community Drive/Hornet Drive: The stop sign ordinance needs to be changed so a three way stop sign can be placed at Community Drive and Hornet. Motion made by Hederer to update stop sign ordinance to allow for a three way stop sign at Community and Hornet Drive, seconded by O’Brien. Motion carried by voice vote Speed Display Signs on N 2nd Street: DPW Higley stated that he talked to Chief Jason Bauer about adding a solar powered speed sign on N 2 nd Street due to consistent speeding on this street. Chief Bauer provided information regarding cost of this sign which costs $3599. Motion made by Hederer to purchase two solar radar speed signs to place on N 2nd St, if funding is available, not to exceed $8000. Motion seconded by T. Schmidt. Motion carried by voice vote. Committee meetings for August: Colby-Abbotsford Police Commission will meet on August 8, 2022 at 6:30 P.M. at the Police Department. Central Fire & EMS District will meet on August 18, 2022 at 7:00 P.M. at Station 2. Parks/Rec Committee will meet on August 24, 2022 at 6:30 P.M.
