City Planning Committee

City Planning Committee Monday, March 4, 2024 Call to Order – 6:00 PM by Todd Schmidt. Roll Call –Committee: Todd Schmidt, Jason Lindeman and Nancy O’Brien. Also present: Susan Badtke of West Central Regional Planning, Mayor Jim Schmidt, Clerk Connie Gurtner and DPW Harland Higley. Minutes from January 15, 2024: Motion was made by O’Brien, seconded by Lindeman to approve the minutes from 1-15-24 as presented. Motion carried with a voice vote. Recap of Meeting 2 Items: Susan Badtke reviewed the goals for the meeting and recapped information from the previous meeting. Cultural/Historic Resources Element: Susan reviewed our current plan’s historical and cultural trends along with goals and objectives. Policy and recommendations were discussed in detail and the general concession was to continue to encourage the culture and history in our community, but not to keep items in the plan that include enforcement through preservation or Main Street Programs. Transportation Element: The main transportation network in the city includes State Highway 13, County Highway N and local roads. The current rail is not operational, but some historic opportunities have been discussed with the existing tracks. With recent annexation, State Highway 29 should be added because it now runs adjacent to the city limits. Existing sidewalks were reviewed and the city’s plan for future sidewalk requirements. The goals and objectives for the city’s transportation were reviewed and discussed. Utilities and Community Facilities Element: The continuing search for water in the city was discussed. Susan will get the number of private homes not connected to the sanitary sewer from DPW Higley or Clerk Gurtner. The current capacity of our sewer plant is 67%. The committee reviewed a list all different community facilities and short term or long term needs. The committee took each section of the utilities and community facilities and added/deleted policies, goals and objectives. Next Steps and Meeting Date: Discuss Ag and Natural resources Element, Discuss Land Use Elements and Discuss Intergovernmental Cooperation Element and Implementation Element. The committee will meet on April 15, 2024 at 6:00 PM and May 21, 2024 at 6:00 PM. Review/Recommendation of SCS Site Plan Submittal: Motion was made by T Schmidt, seconded by O’Brien to approve the recommendation to the council of the SCS Site Plan submittal subject to final stormwater, CSM, landscaping plan and photometrics.
