City Planning Committee Monday, November 4, 2024, 6:00 PM Call to Order of the Comprehensive Planning Hearing – 6:00 PM by Mayor Schmidt. Roll Call – Committee/Council: Todd Schmidt, Nancy O’Brien, Randy Hesgard, Dan Hederer, Liz Baumgartner and Jason Lindeman. Also present: Susan Badtke of West Central Regional Planning, Mayor Jim Schmidt, Clerk Conne Gurtner, DPW Harland Higley, Sheila Nyberg and Colby School District Superintendent Patrick Galligan. The public hearing portion of the meeting was started. Susan Badtke presented the 2024-2044 Draft Comprehensive Plan to the committee and council. The conversation regarding the plan was positive. Motion was made by Schmidt, seconded by Lindeman to adjourn the public hearing at 7:12 PM. Motion carried with a voice vote. Call to Order of the City Planning Committee Meeting – 6:30 PM Roll Call – Todd Schmidt, Nancy O’Brien and Jason Lindeman. Also present: Randy Hesgard, Dan Hederer, Liz Baumgartner, Susan Badtke, Mayor Jim Schmidt, Clerk Connie Gurtner, DPW Harland Higley, Sheila Nybert, Patrick Galligan. Minutes O’Brien, seconded by Lindeman to approve the minutes from September 16, 2024 as presented. Motion carried. Resolution Lindeman, seconded by O’Brien to approve Resolution 7-2024 – A Resolution of the City of Colby Planning Committee Recommending Common Council Adoption of The City of Colby Comprehensive Plan 2024-2044 as follows. Motion carried with a voice vote. A RESOLUTION OF THE CITY OF COLBY PLANNING COMMITTEE RECOMMENDING COMMON COUNCIL ADOPTION OF THE CITY OF COLBY COMPREHENSIVE PLAN 2024-2044 WHEREAS, the City of Colby has determined the need for an updated comprehensive plan with the general purpose of guiding, directing, and accomplishing a coordinated, adjusted, and harmonius development of the City, which will, in accordance with existing and future needs, best promote public health, safety, order, convenience, prosperity, and the general welfare, as well as, efficiency and economy in the process of development; and WHEREAS, the City of Colby Planning Committee has prepared the City of Colby Comprehensive Plan 2024-2044 pursuant to §66.1001 and §62.23, Wisconsin Statutes, which contains plan documents, maps and other materials within comprehensive plan elements required by §66.1001(2) of the Wisconsin Statutes; and WHEREAS, the City of Colby Planning Committee, pursuant to § 66.1001(4)(b) of the Wisconsin Statutes, may recommend to the Common Council the adoption of the updated comprehensive plan by adoption of a resolution to that effect by a majority of the entire Plan Commission. WHEREAS, a properly noticed public hearing has been conducted by the Planning Committee on the proposed approval and adoption of the updated comprehensive plan, pursuant to §66.1001(4)(d) of the Wisconsin Statutes NOW THEREFORE BE IT RESOLVED, the City of Colby Planning Committee officially recommends adoption of the City of Colby Comprehensive Plan 2024-2044, as drafted in the Public Hearing Draft, by the City of Colby Common Council.
