This will be an in-person meeting that will also broadcast via Facebook Live, and YouTube
Live.
Citizens wishing to give citizen remarks during a Regular Session Council meeting can choose
one of two options:
Option#1
Sign in to speak by 7:00 pm on February 20, 2023, at the podium in the City Hall Council
Chambers.
Option #2:
Submit an email with your name, address, and comment/remark to
pcomment@collegeparkga.com no later than 7:00 pm on February 20, 2023. The City Clerk
will read your name, address and comment into the official record.
Members of the Public who were unable to sign the Sign-In Sheet before the cut-off time
may be granted three (3) minute to provide public comments; provided, however, that
such three (3) minute of time shall not be donated to another speaker. No additional
public comments will be received after the Citizens Remarks agenda item.
RULES FOR REMARKS DURING COUNCIL MEETINGS
Speakers must limit their remarks to no more than (3) minutes.
Speakers must not employ tactics of intimidation, profanity, or threats of violence in
their comments. Anyone who demonstrates these behaviors will not have their
comments read into the record.
(1) Specific topic may NOT be discussed during Citizens Remarks for more than 15
minutes.
Members of the public who signed the Sign-In Sheet may donate time to another
speaker; however, in no event shall the total duration of time allotted to one speaker
(including donated time) exceed nine (9) minutes.

A. Consideration and action on a request to set a Public Hearing to consider the rezoning of
1762 Temple Avenue rezoning from TOD - Transit Oriented Development to R-3 -
medium density residential. The Planning Commission will hear this application at their
January 30, 2023 meeting. A Public Hearing date of February 6, 2023 is recommended.

7. Board Appointments.
A. Discussion on the appointment of Pension Board Members to serve in the 2023 calendar
year.
8. Consent Agenda.
A. Consideration of an action on a request to approve the consent agenda as outlined.
1. Consideration of and action on a request for approval of a Service Agreement
between the City of College Park and Motorola Solutions, Inc. for maintenance,
support, or other services for the Police Public Safety radio system. See
memorandum dated February 2, 2023 from Chief of Police Connie Rogers. Also,
see attached proposed Service Agreement in the amount of $61,734.15. This is a
budgeted item.
2. Consideration of and action on a request for authorization to transfer revenue from
existing line items, 100-5195-52-6170 in the amount of $30,000.00 and 100-5195-

53-7100 in the amount of $10,000.00 to support the replacement of vehicle #167
F150, the repair of vehicle #165 F150 and replacement of vehicle #128 F250-Crew
Truck totaling $40,000.00 to be transferred to 100-5195-52-5700. See
memorandum dated February 15, 2023 from Interim Public Works Director Timothy
Lewis. These are budgeted items.
3. Consideration of and action to approve a 5-year contract extension with Proof of The
Pudding for the GICC/Gateway Center Arena & the Historic College Park Golf
Course. See memorandum from Executive Director Mercedes Miller dated February
13, 2023 and supporting documents. This is a budgeted item.
9. Other Business.
A. Consideration of and action on a request to adopt a resolution of the Georgia Municipal
Association "Embrace Civility Initiative." See attached proposed Resolution 2023-08 and
supporting documentation.
B. Consideration of and action on a request to adopt a resolution authorizing the initiation of
condemnation proceedings against the property located at 1766 Lyle Avenue. See
memorandum dated February 15, 2023 from the City Attorney's Office and attached
Resolution 2023-07.
C. Consideration of and action on a request to adopt a resolution authorizing the initiation of
condemnation proceedings against the property located at 1814 Walker Avenue. See
memorandum dated February 15, 2023 from the City Attorney's Office and attached
Resolution 2023-06.
