The meeting was called to order to at 2:10 p.m. by Jack Robson.
1. Agenda. The agenda was changed to include “Approval of May 17, 2018 minutes.” Mrs.
Wertz moved to accept the change to the agenda. Mr. Payne seconded the motion and the
committee approved.
2. Prior Meeting Minutes. The minutes from May 17, 2018 were reviewed. Mrs. Theis moved,
Mr. Robson seconded, and the committee approved the minutes.
3. Committee Member change. Mrs. Wertz announced that she will be moving out of College
Park and is resigning as a member of the committee. Mr. Robson asked her to send an email
and he will forward to the City Clerk’s office as official notification.
4. ES&S. Mr. Rob Dixon, with ESS, telephoned to join the meeting. The conversation consisted
of outlining the services and costs ES&S could do for the City of College Park at the voting
centers. Mr. Dixon mentioned that he had spoken to Mr. Robson previously and although not
able to give an exact amount, he estimated $20,000 for their company to assist with the
elections by having additional equipment available. He also ensured that if an outage does
occur, the system will be backed up and an update will occur once the outage is over. Mr.
Dixon also advised that the Maryland State Board of Elections may be able to assist the City of
College Park. Mr. Robson thanked Mr. Dixon for his time.
5. Campus Voting. The University of Maryland has given approval to use the Stamp Union as a
voting site, however, there will be no free parking for voters, only for election officials working
at the site. The date will need to be scheduled by the beginning of the spring semester.
Discussed election officials needed for all voting locations:
3 – epoll book judges
2 – scanners
3 – provisional judges
4 – ballot judges
1 – election supervisor
1 – rotating fill in (at large)
2 – scanner judges
1 – ballot marking device
The question was asked if we know how many people did early voting with the recent state
elections? Mr. Robson stated he did not have an answer, but would inquire. He also stated
that there are 18,000 registered voters in College Park.
Early voting would most likely take place at Lakeland Community Center. The day would be a
Sunday from 10:00am – 4:00pm. A fill in judge would not be needed.
6. Meeting with City Attorney. Mr. Robson is meeting with the City Attorney, Suellen Ferguson,
on July 25 to discuss the February 2, 2018 memo to Mayor and Council. Issues to be
discussed are:
a. Formal monetary limit
b. Contribution expenditures and businesses not required to report expenditures.
c. Late fees, especially concerning Tom Chen
d. Early voting – changes to charter and City code.
e. Candidate residency
7. No excuse absentee ballot. In order for implementation to be successful, someone will need
to be hired to handle. The City Clerk’s office would need to review the skill level needed for
the position.
8. Thank you. The committee thanked Mrs. Wertz for her service to the committee and wished
her well.
Adjournment:
Ms. Mackie made a motion to adjourn. Mrs. Theis seconded the motion.
All were in favor. The motion passed 5-0-0. The meeting adjourned at 3:40pm.
