Board of Election Supervisors Virtual Meeting January 9, 2023 7:00 p.m. Final Minutes Member District Present Absent 1. Tina Batten Mayoral X Appointment 2. Ben Hovland X 3. Yousuf Jaleel 4 X 4. John Payne 3 X 5. Lynea Cooper 1 X 6. Cameron Thurston 2 X Arrived at 7:25 p.m. Also present: Janeen S. Miller, City Clerk; Joi Woods, Contract Secretary I. Call to Order: John Payne called the meeting to order at 7:10 p.m. II. Approval of the meeting agenda- January 9, 2023 The BOES reviewed and approved the January 9, 2023 meeting agenda. Lynea Cooper motioned to approve the meeting agenda. Ben Hovland seconded the motion. All were in favor. None opposed. The motion passed. III. Approval of Minutes- December 8, 2022 Lynea Cooper motioned to approve the December 8, 2022 meeting minutes as corrected. Ben Hovland seconded the motion. All were in favor. None opposed. The motion passed. IV. January 24 Council Meeting Preparation: A. Review individual sections of draft report 1) Survey results: noted points a) Participants in favor of early voting and vote-by-mail (VBM) B. Finalize BOES recommendations 1) Sustainable plan for VBM  Using drop boxes to secure ballots received during early voting 2) Early Voting a) Offering in person voting  (2) Evenings (Monday or Wednesday) at the Clerk’s Office  (1) Saturday at the City Hall b) Changing verbiage and processing of ballots  Exploring eliminating language “Absentee Ballots” -Requires change to the City Charter  Adopting 1 process for mail-in ballots and ballots casted during early voting c) Use of drop boxes 1  Surveillance and Security requirements  Adding drop box locations o Youth and Family Services Building o Mom’s shopping center -Requires partnership agreement with the city & the Shopping Center John Payne will forward the draft recommendations to the BOES for review, comment, and edit C. Report Structure 1) The BOES discussed organizing the report in to 4 main sections: Method of Election, Early Voting, Polling Places, Date of Election D. Date of Election The BOES discussed pros & cons associated with a Sunday and a Tuesday Election Day 1) Potential dates November 5, 2023 or November 7, 2023 a) UMD Football schedule b) Veteran’s Day weekend IX. Adjournment & Next meeting A. Next meeting: Monday, February 16, 2023 B. Adjournment John Payne adjourned the meeting at 8:57 p.m. 2
