Approved: 082719 Local Advisory Committee (LAC) for the Old Town College Park Historic District August 6, 2019 City Hall – Lower Level Conference Room LAC Members Present: Richard Biffl, Chairman, James McFadden, Vice Chairman, Nigel Key, Bob Schnabel, Hassan Tariq (8:15pm) Staff Present: Tom Gross, M-NCPPC -HPC Staff, Miriam Bader, Senior Planner, City of College Park, Sheryl DeWalt, Contract Secretary. Guests: David Kacar, Classic Design and Build, Robert Kidwell, resident The meeting was called to order at 7:45 p.m. by Mr. Biffl, Chairman. 1. The agenda was reviewed. Mr. Schnabel made a motion to accept the agenda. Mr. Key seconded the motion. Motion carries 4-0-0. 2. The draft minutes from the June 13, 2019 meeting were reviewed. Mr. Schnabel made a motion to accept the minutes as written. Mr. Key seconded the motion. Motion carries 4-0-0. 3. 4708 Howard Lane Mr. Kacar presented the information on the house to be built at 4708 Howard Lane. The owners are a retiring couple from Atlanta. They have chosen a Craftsman Style home with low roof lines, porches, large broad sloping overhangs, tapered columns, and a main Mansard gable. There will also be a detached garage with a 4-12 pitch. James Hardy board and batten gable siding. Andersen 400 series windows – Craftsman style fractured grid pattern, 4 over 1. The foundation will be cut stone, 8” x 16, medium tone gray siding. Trim will be white and the porch will be Pennsylvania flagstone. The roof is Landmark colonial slate and the railings are intex. The garage will be 12x20 in the craftsman style. There is a fence on the rear of the property that is board on board. There will be no exposed rafter tails. Mr. McFadden made a motion to accept the HAWP with the drawings as submitted for 4708 Howard Lane. Mr. Key seconded the motion. Motion carries 4-0-0. 4. It was noted that the Meadows House on Dartmouth has a mistake in the lattice work. Mr. Kacar stated that the appropriate lattice material will be installed. 5. Brief discussion on the Circuit Court decision in the Appeal of CPV-2018-10 on 4705 Howard Lane. An appeal can be made within 30 days. The LAC is not unanimous on the decision made by the Circuit Court. 6. The plans for City Hall will be heard at the HPC meeting on September 16. The LAC decided to meet at the end of August to review the plans for City Hall. Miriam will send out dates for the committee to choose from for this meeting. Mr. Key made a motion to adjourn the meeting. Mr. Biffl seconded the motion. Motion carries 5-0-0. The meeting was adjourned at 9:00p.m. Respectfully submitted by Sheryl DeWalt, contract secretary.
