I. Call to Order
Meeting was called to order at 6:04 p.m.
II. Review and Approval of Agenda
Mrs. Hopkins motioned to add discussion of Committee on Committees
recommendations to the agenda Ms. Araghi seconded the motion. None were
opposed. The motion passed 9-0-0.
Mrs. Pianowski motioned to approve the agenda as amended. Mrs. Toy seconded the
motion. None were opposed. The motion passed 9-0-0.
III. Review and Approval of Minutes- March 4, 2019, April 1, 2019, and June 3, 2019
a. March 4, 2019
Mrs. Hopkins motioned to approve the March 4, 2019 minutes. Mrs. Pianowski
seconded the motion. None were opposed. The motion passed 9-0-0.
b. April 1, 2019
Mrs. Pianowski motioned to approve the April 1, 2019 minutes. Mr. Chelliah
seconded the motion. None were opposed. The motion passed 9-0-0.
c. June 3, 2019
Mrs. Oarr motioned to approve the June 3, 2019 minutes. Mrs. Toy seconded the
motion. None were opposed. The motion passed 9-0-0.
IV. Recreation Facility Use Requests
a. Maryland Stingers Women’s Rugby 08/13 – 11/26/19 7:30p – 9:45p
Mrs. Pianowski motioned to approve the Field Use Request submitted by the Maryland
Stingers Women’s Rugby Team. Mrs. Toy seconded the motion. None were
opposed. The motion passed 9-0-0.
b. CPB&G Club Saturdays 06/01 – 8/31/19 noon – 9:30p
Mrs. Toy motioned to approve the Field Use Request submitted by the CPB&G Club.
Mrs. Oarr seconded the motion. None were opposed. The motion passed 9-0-0.
c. Assure Security & Protection Services LLC 07/05 10:00a-4:00p
Mrs. Toy motioned to approve the Field Use Request submitted by Assure Security &
Protection Services LLC. Mrs. Hopkins seconded the motion. None were
opposed. The motion passed 9-0-0.
V. Citywide Events Reports and Planning:
a. Fourth of July Band Selection – 07/04/2019
• Band, Fireworks, and venue have been confirmed
• Parking, logistics, and notification in the event of cancellation
• Fireworks only will be display on 07/05/19 if a rain date is required.
b. Family Movie Night(s) – Hollywood Park 07/19 and 09/13
• Skating and face painting will be hosted prior to the event
• Skating, face painting, and screen rental have been confirmed
• Movie- To be announced
c. National Night Out – 08/06/19
• Events are scheduled to be hosted in College Park Woods and Duvall Field
d. College Park Day – 10/05/19
• Recreation Board members are invited to attend
e. Backpack Give-away
The Board engaged in discussion about hosting an event to replace the event previously
hosted and sponsored by the Greivis Vásquez Foundation.
f. Proposed Halloween themed event - 10/19
g. College Park Blues Festival 2019 -confirmed for 11/09/2019
The Board discussed:
• The impact of the updated 19-G-79 requirements on securing food and prizes for
raffles and give-a-ways, etc.
• Promotional items-banners will be displayed two weeks prior to the event along
Rhode Island Avenue.
Mrs. Toy motioned that the City allow contact with Lidl’s, Ledos Pizza, and other
local establishments to secure food, beverages, and other refreshments for artists,
crew members, and volunteers at the Festival as was previously done by DCBS
representatives. Ms. McCloud seconded the motion. None were opposed. The Formatted: Not Highlight
motion passed 9-0-0.
Mrs. Toy motioned to that the City secure, prizes for raffles drawings for attendees.
Ms. Araghi seconded the motion. None were opposed. The motion passed 9-0-0.
VI. City Policy for 19-G-79 “City Events and City Initiated Solicitations”
The Board revisited the policy change to City Events and Initiated Solicitations:
• City Events are any advertised/promoted functions organized by the Mayor
and/or Councilmembers, City staff, or City Boards, Commissions or Committees
in their official capacities. Prior to any spending or promotion, all Events must be
approved. The City Manager may approve an event, or refer for approval by the
Mayor and Council.
o The City’s Office of Communications will partner with all City Boards
and Committees to advertise events and all solicitations will also be
handled by the Office of Communications.
o An Event Planner will be hired soon to provide additional support for
city sponsored events
VII. Committee on Committees recommendations discussion
The Board discussed the recommendations
Mrs. Hopkins motioned that correspondence on behalf of the Recreation Board be
drafted, stating the Board’s strong wish to retain authority to recommend approval of
field use requests for final approval by Mayor and Council. Mrs. Oarr seconded the
motion. None were opposed. The motion passed 9-0-0.

IX. Adjournment
Mrs. Araghi motioned to adjourn the meeting. Mrs. Oarr seconded the motion. All
were in favor. The motion passed 8-0-0.
The meeting adjourned at 7:30 pm.
