Approval of September Meeting Minutes: The minutes of the September 13, 2017 meeting were reviewed and minor edits were made. Motion: Adopt September meeting minutes with changes. Moved: Mr. Krouse Second: Ms. O’Brien Aye: Unanimous Nay: 0 Abstain: 0 2. Public Works Department Report: Ms. Alexander shared the following highlights:  Excel Tree Experts were awarded mature tree care work in College Park and are currently working in the City. 25 trees will be removed and 31 trees will be pruned.  Screened compost is available.  Yard wastes carts are available for sale for $25.  Backyard compost bins are also available for sale.  Public Works will be open Saturday October 21st from 7:30am -12:00pm.  Curbside leaf collection begins Monday 10/31/17.  Ordered 27 replacement trees for the call as well as 50 various assorted perianals and shrubs.  The landscape crew is currently planting pansies and bulbs.  No tree canopy enhancement (TCEP) applications have been received this fall. 3. Planning Report: Ms. Alexander shared the following highlight:  Informational signs have been posted at the storm water management projects at Narraganset Parkway and Rhode Island Ave in Berwyn. 4. CBE Report: Ms. Oppelt shared the following highlights: 1  The Pay-as-You Throw refuse discussion is on hold until after the elections.  The permaculture garden has been weeded.  Three judges are needed for the Green Awards. 5. Old Business  Vegetation Control Ordinance The Vegetation Control Ordinance has been removed from the City Council October 17th Worksession agenda. Ms. Alexander sent Mr. Ryan, Public Services Director, information the board discussed during the August meeting. The TLB continued the discussion and targeted the following topics to address with the ordinance revision:  Plantings in the City right of way  Definitions of habitat gardens  Initial plantings need to be distinguished from unmanageable growth  Obnoxious weeds  Identify what plants can’t be planted  Removing the existing vegetation and adding something different  Include a mowing requirement  How much maximum planted area is maintained?  Any vegetation over a certain height has to be cut down  Annual cut down by April 1st 6. New Business  Permitting tree removal on private property.  Selecting a location for Arbor Day next year.  Include a brainstorm agenda item for future agendas. 7. Wrap Up, Confirmation of Next Meeting: The next meeting of the TLB will take place on November 15, 2017. Mr. Krouse motioned to adjourn the meeting. Second by Ms. O’Brien. The meeting adjourned at 8:31pm. 2
