BOARD OF ELECTION SUPERVISORS

The Chief Election Supervisor called the meeting to order at 12:55. Present were members
Maria Mackie, John Payne, Jack Robson, and Teresa Wertz. Absent was Mary Theis.
The Chief explained that unlike past elections Absentee and Provisional ballots would be the
same ballots as the regular, machine scannable, ballots. As a result, we could probably count
provisional ballots that were not counted in the past.
We would be able to count some of the contests on a ballot but not count the “ineligible” portion
of the ballot. In essence, if a voter voted in the wrong District, the District vote would not
count, but the Mayoral vote would.
Our previous use of colored paper ballots, with each District having a unique color, greatly
raised the probably of a judge recognizing the name of a provisional voter and associating the
name with the ballot. The switch to all scanned ballots greatly reduces the probability of a
ballot’s voter being recognized.
The question raised was whether the ability to count a portion of the voter’s ballot with a very
low probability of the loss of ballot secrecy was of benefit to the voter. Should we allow partial
counting?
After discussion it was decided unanimously to change our procedure to allow partial counting.
