CITY OF COLONIAL HEIGHTS, VIRGINIA Organizational Meeting of City Council Tuesday, January 3, 2023 1. Call to Order. The Organizational Meeting of City Council was called to order by the Clerk at 7:30 P.M. 2. Devotion. A devotional prayer was led by The Honorable Dr. Laura F. Poe. 3. Pledge of Allegiance. The Pledge of Allegiance was led by the City Clerk. At this time, Dr. Poe made the following declaration:  I am unable to physically attend the meeting due to a personal matter that prevents my attendance at the meeting; and  The remote location from where I am participating is Hawaii. A motion to allow Dr. Poe to participate remotely was made by Mr. Wade, seconded by Mr. Wood, and carried unanimously on voice vote. Vote: 7-0 Yes: Frenier Piotrowski Poe Wade Wood Luck Kochuba No: None Abstained: None Motion: UNANIMOUS PASS 4. Oath of Office for Newly Elected Members of City Council. The Oath of Office was administered by the City Clerk to the following Councilmembers: Kenneth B. Frenier Elizabeth D. Luck John E. Piotrowski John T. Roll Call The following members of City Council and Council’s staff were present for roll call by the Clerk: Present: Councilman Kenneth B. Frenier Councilman T. Gregory Kochuba Councilwoman Elizabeth G. Luck Councilman John E. Piotrowski Councilwoman Dr. Laura F. Poe Councilman Robert W. Wade Councilman John T. Wood Absent: None B. Election of Mayor The Clerk opened the floor for nominations for Mayor. A motion was made by Mr. Piotrowski, seconded by Mr. Wade, nominating Mr. Kochuba for Mayor. There being no additional nominations for Mayor, the Clerk closed the floor for nominations. The Clerk asked, upon Roll Call, that each Council member cast their vote for Greg Kochuba as Mayor. Mr. Frenier - Yes Mr. Kochuba - Yes Mrs. Luck - Yes Mr. Piotrowski - Yes Dr. Poe -Yes Mr. Wade - Yes Mr. Wood - Yes The Clerk announced a unanimous vote for Mr. Kochuba for Mayor. After brief comments by Mayor Kochuba thanking Council for their continued support for him as Mayor, he opened the floor for nominations for Vice Mayor. A motion was made by Dr. Poe, seconded by Mrs. Luck, nominating Mr. Wade for Vice Mayor. There being no additional nominations for Vice-Mayor, Mayor Kochuba closed the nominations. A. A RESOLUTION NO 23-1 Providing for Council Rules of Procedure A motion was made by Mr. Frenier, seconded by Mr. Piotrowski, to approve Resolution No. 23-1. At the request of Mayor Kochuba, Mr. Fisher provided explanation of the change in Section 13 which clarified that although speakers are given five-minutes to speak; speak “one time”.
