COLUMBIA CITY PLANNING COMMISSION WORKSHOP SESSION CITY HALL – 1840 SECOND STREET MARCH 13, 2012, 6:00 P.M. PLANNING COMMISSIONERS: Glen Pritchard, Chair *Denotes Commissioner absent Kenneth Wieland, Vice-Chair Lisa Bush Nell Harrison Kelly Niles (left at 6:57 p.m.) John Sachs Peter Tassoni STAFF: Lisa Smith, Planner Helen Johnson, Planning Administrative Assistant OTHERS: None MEETING TO ORDER: Glen called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE: Glen led the pledge of allegiance. The new Planning Commissioner Peter Tassoni was introduced and welcomed to the Planning Commission. APPROVAL OF MINUTES: IT WAS MOVED (LISA B.) AND SECONDED (JOHN) TO APPROVE THE MINUTES OF THE FEBRUARY 14, 2012 MEETING, AS PRESENTED. MOTION CARRIED UNANIMOUSLY. CITIZEN INPUT AND REQUESTS: None. UNFINISHED BUSINESS: None. NEW BUSINESS: The Planning Commissioners and staff met this evening to discuss parking in the right-of-way, front setback storage, single-family occupancy regulations and sign ordinance. COLUMBIA CITY PLANNING COMMISSION PUBLIC HEARING AND REGULAR SESSION March 13, 2012 Page 2 of 2 Lisa S. explained that the City Administrator asked the Planning Commission to discuss the inconsistence with the City’s Ordinances and the Development Code when it comes to parking in the front of property in Columbia City. The Development Code only allows storage in the front of the home only if on the paved driveway and not to exceed 720 square feet. The City Ordinance allows a resident to park in the unimproved right-of-way adjacent to their property as long as it is 6 feet off the pavement. After considerable discussion the Commissioners agreed they want consistency with the Development Code and not to allow storage of vehicle in the street right-of-way. Also discussed by staff and Planning Commissioners were single-family residency regulations. The question raised was regarding over night rentals in the City similar to coastal or mountain area of the state with high levels of vacation rentals. Staff and Commissioners agreed to look at what other jurisdictions within the state use and determine what we would like to establish with regard to vacation rentals. Next staff and Commissioners discussed the sign ordinance. Recent concerns have been brought up requiring some changes to be made regarding the regulation of content of signs, The areas discussed that could be regulated were size, timing on removal, placement, total square footage or number, safety, aesthetics and maintenance – not what is written on it. Kelly left the meeting at 6:57 p.m. Lisa S. will redraft an ordinance regarding signs. Lisa S. asked for the commissioners to review the ordinance and let her know of any concerns or issues or suggestions. REPORTS AND COMMUNICATIONS: None.
