The City of Columbia City In Columbia County on the Columbia River Hazard Mitigation Planning Group Meeting Minutes - January 28, 2013 - 6:00 p.m. City Hall, 1840 Second Street Columbia City, Oregon 97018 Members Present: Josh Fromm, Team Leader Casey Wheeler Gary Hudson Kelly Niles Micah Rogers, Public Works Superintendent Leahnette Rivers, City Administrator/Recorder Ron Youngberg, Division Chief, Columbia River Fire & Rescue Anne Parrot, Emergency Preparedness Coordinator, Public Health Foundation of Columbia County Emergency Response and Preparedness Discussion - Chemical Events: The group worked on the development of a draft letter to Dyno Nobel, expressing a number of concerns including the frequency of chemical releases, the amount of chemical stored and utilized by the facility, the potential damage that could occur in the event of a significant release, the number of communication gaps that have been identified and discussed during recent meetings, the need for additional public education and awareness, and the need for a more effective emergency public notification system. The draft letter will express Columbia City’s interest in working with Dyno Nobel to mitigate each of the issues and concerns that have been identified, and ask for their cooperation, expertise and resources. It was the consensus of the group that Leahnette finalize the draft letter to incorporate the consensus of the discussion, with the assistance of Casey. The draft letter will then be forwarded to the Mayor and City Council for consideration during their February 7 meeting, with a request that the Mayor and Council send the letter to Dyno Nobel on behalf of the City and the Hazard Mitigation Planning Group.
